일본과 중국이 4개월 만에 처음으로 고위급 외교 회담을 가질 예정입니다. 이번 회담은 일본 정부의 정권 교체를 며칠앞두고 열리게 됩니다. 이에 관한 좀 더 자세한 소식입니다.
일본과 중국의 외무부 차관들은 오는 23일 일본의 수도 도쿄에서 고위급 외교 회담을 가집니다. 양국간의 이번 고위급 회담은 지난 5월 이래 처음으로 열리게 되는 것입니다.
여섯번째로 열리는 이번 회동은 일본정치의 중요한 분기점에서 열리는 것으로 일본의 아베 신조 관방장관이 고이즈미 준이치로 현 총리의 뒤를 이어 일본의 차기 총리로 취임하기 몇 일 앞두고 열리는 것입니다.
일본과 중국의 관계는 고이즈미 총리 재임기간 중 상당히 냉각됐었고, 이는 고이즈미 총리가 제 2차 세계 대전의 전범들이 합사되어 있는 야스쿠니 신사를 방문해 참배한 데에 적지 않은 이유가 있습니다. 다니구찌 토모히코 일본 외무부 대변인은 기자들에게 이번 회담의 의제나 성과에 관해 발표할 것이 별로 없을 것 같다고 말했습니다.
다니구찌 대변인은 중국과 일본은 모두 이번 회담에 관해 알리지 않고 최대한 자유롭게 대화가 진행될 수 있도록 하기로 합의했다고 말했습니다.
오는 26일 소집되는 임시국회에서 차기 총리로 정식 임명될 것으로 예상되는 아베 신조 관방장관은 자신이 집권한 뒤 중국과 일본의 관계를 개선하겠다고 공약했었습니다.
중국과 일본의 긴장 관계에는 동지나 해 해저 자원 개발권을 둘러싼 분쟁 등 영토 문제도 포함됩니다. 하지만 일본 관리들의 신사 참배 문제가 양국 간에 가장 큰 감정대립을 불러일으켰습니다. 중국 지도자들은 일본지도자의 신사 참배를가리켜 20세기 초 중국 전역에 가한 일본의 잔혹한 강점과 식민 통치에 대한 반성이 아직도 부족하다는 사실을 말해주는 증거로 간주하고 있습니다.
고이즈미 총리는 자신의 야스쿠니 신사 방문은 모든 일본 전사자들에게 경의를 표하고 세계 평화를 기원할 개인적인 권리가 있기 때문이라고 변론했습니다.
미국 콜롬비아 대학교의 동 아시아와 미국 관계 전문가인 제럴드 커티스 교수는 신임 일본 총리는 고이즈미 총리보다 중국 관계에 있어서 더 큰 유연성을 보여야 할 것이라고 말했습니다.
커티스 교수는 미국은 일본과 동맹을 원하고 중국과 긍정적인 관계를 원한다고 지적했습니다. 커티스 교수는 만일 미국의 시각에서 볼때 미국이 양쪽을 다 성취할 수 없는 이유가 일본이 역사 문제를 둘러싸고 모종의 강경한 한계선을 그어놓고 있기 때문이라면 그것은 일본에게 큰 이익이 되지 않을 것이라고 말했습니다. 그리고 자신은 아베 관방장관이 조만간 이문제를 해결해야 할 것으로 생각한다고 커티스 교수는 말했습니다.
중국은 일본 정부 관리들의 야스쿠니 신사 참배가 중일 관계 개선의 걸림돌이 된다고 말했습니다.
아베 관방장관은 자신이 총리가 된후 신사를 참배할 것인지 여부는 논의하지 않겠다고 말해왔습니다.
많은 정치 분석가들은 아베 장관이 일본 총리로 취임한 후 베이징이나 오는 12월 필리핀에서 열리는 아세안 정상 회담에서 중국 최고위 관리들과 만날 것으로 전망하고 있습니다.

Japan and China are set to hold their first high-level diplomatic discussions in four months. VOA's Steve Herman reports from Tokyo the talks will be held there just days before a change of leadership for the Japanese government.
Vice foreign ministers of Japan and China are to hold two days of talks here beginning Saturday. They will be the first such discussions between the Asian neighbors since May.
The sixth round of the dialogue comes at a pivotal time in Japanese politics - just days before Chief Cabinet Secretary Shinzo Abe is to succeed Prime Minister Junichiro Koizumi.
Relations between Tokyo and Beijing chilled during Mr. Koizumi's five years in office - in no small part because of his visits to a Shinto shrine where convicted war criminals are among those honored.
Foreign Ministry spokesman Tomohiko Taniguchi told reporters there is unlikely to be much released about the agenda or the outcome of the talks.
"Beijing and Tokyo have both agreed to give a veil of mystique to the dialog so that maximum amount of free discussion is going to be preserved."
Abe, expected to be named by parliament as prime minister on Tuesday, has vowed to improve Sino-Japanese relations after he takes office.
The tensions between China and Japan also include territorial issues, such as the dispute over exploration rights to undersea resources in the East China Sea.
But the visits to Yasukuni Shrine have generated the most emotion on both sides. Chinese leaders see the shrine visits as evidence of Japan's lack of remorse for its brutal occupation and colonization of much of China during the early 20th century.
Mr. Koizumi has defended the visits as his right to pay respects to all of Japan's war dead and to pray for world peace.
A specialist in relations between East Asia and the United States, Columbia University professor Gerald Curtis, predicts the new prime minister will have to show greater flexibility with China than Mr. Koizumi did.
"The U.S. wants an alliance with Japan and a positive relationship with China. And if the view in the U.S. is that the reason that we cannot have both is because the Japanese have drawn a line in the sand over the history issue, that is not going to serve Japanese interests well. And I think Mr. Abe, sooner or later, is going to have to come to grips with this issue."
The Chinese have said visits to the shrine by top Japanese officials are an obstacle to improving relations.
Abe has said he will not discuss the issue of whether he will visit the shrine as prime minister.
Many political analysts think that Abe, after becoming prime minister, will soon meet with top Chinese officials - either in Beijing or at the ASEAN summit in the Philippines in December.
