INTRODUCTION:
U.S. President George Bush says the Senate in the U.S. Congress must pass his version of a law on interrogating terrorist suspects and bringing them to justice. He is facing stiff opposition from key members of his Republican party. VOA's Deborah Block reports.

NARRATOR:
President Bush told reporters at the White House,Congress should back his proposals because military and intelligence professionals must be given the tools they need to protect the United States from another terrorist attack.

PRESIDENT BUSH
"And the reason they need those tools is because the enemy wants to attack us again."

NARRATOR:
The president wants the Senate to pass a bill that would allow his administration to hold and try terrorist suspects before special military tribunal commissions. Several months ago, the U.S. highest court, the Supreme Court, ruled the president had overstepped his authority in creating the tribunal. Pre-trial hearings were stopped at the U.S. Naval Base in Guantanamo Bay, Cuba where several hundred suspects are detained.

A Senate panel has rejected the president's plan and favors a bill that would give alleged terrorists more legal rights than the president wants. The legislation was pushed by three key senators in the president's Republican party, including Senator John McCain who submitted the alternative bill.

President Bush says the proposed Senate legislation will shut down crucial operations by U.S. intelligence agents.

PRESIDENT BUSH
"If Congress passes a law that does not clarify the rules, if they do not do that, the program is not going forward."

NARRATOR:
President Bush says the U.S. is not trying to amend the rules for the humane treatment of prisoners in the Geneva Conventions. But he wants the procedures clarified and made stronger. The President says time is running out for Congress to act.

PRESIDENT BUSH
"Congress is set to adjourn in a few weeks. Congress needs to act wisely and promptly so I can sign good legislation."

NARRATOR:
A full Senate vote on the bill may come as early as next week.
