최근 테헤란을 방문한 코피 아난 유엔 사무총장은 마흐무드 아흐마디네자드 이란 대통령과 이란의 핵계획을 둘러싼 국제적인 우려들에 관해 논의했다고 밝혔습니다. 아흐마디네자드 대통령이 자신에게 이란은 핵 협상에 복귀해 핵 위기 사태 해결 방안을 모색할 태세와 용의로 있음을 재확인했다고, 아난 사무총장은 밝혔습니다.

이란은 국내 에너지를 제공하기 위한 연료용으로 우라늄을 농축하고 있다고 주장하고 있습니다. 그러나 국제 비판자들은 이란이 농축우라늄을 핵무기 제조에 이용할 수 있지 않을까 우려하고 있습니다. 아흐마디네자드 이란 대통령의 협상 복귀 추진 의사 표명에 이어 이란의 알리 아슈가르 솔타니에 핵협상 대표도 미국의 CNN의 [심야 대담] 프로그램에 출연해 같은 입장을 밝혔습니다.

이란의 아흐마디네자드 대통령이 이미 밝힌 바와 같이, 핵위기 사태 해결 방안은 협상 테이블로 돌아가는 것이며 이란은 협상 테이블로 복귀해 이란 핵계획에 관한 모든 애매 모호한 점들을 분명히 밝힐 준비가 돼 있음을 거듭 강조해 왔다고 솔타니 대표는 말했습니다.

유엔 안전보장이사회 결의안은 이란으로 하여금 8월 31일까지 일체의 우라늄 농축활동을 중단하도록 시한을 설정했습니다. 그러나 솔타니 대표는 이란이 이 결의안의 합법성을 인정하지 않고 있으며, 이란은 국제원자력기구와 핵확산금지조약이 이란의 우라늄 농축 활동을 중단하도록 명령할 권한은 없는 것으로 믿고 있다고 말했습니다.

솔라나 대표는 국제원자력기구 규약이나 핵확산 금지 조약에는 어떤 국가에 대해 우라늄 농축 활동을 중단하거나 보류하도록 요구하는 아무런 규정도 없을 뿐더러 어떤 규제나 제한도 없다면서 다만 유일하게 존재하는 것은 핵무기 제조에 전용되지 않는 것을 확실히 하기 위해 국제원자력기구가 핵활동을 검증하고 통제하도록 규정하고 있을 뿐이라고 지적했습니다.

이란은 30년 전에 프랑스의 핵 농축 회사에 자금을 투자했었지만, 어떤 핵물질에도 접근할 수는 없었다고 솔타니 대표는 덧붙였습니다. 따라서 이란은 자체 핵연료 생산에 의존하는 길 외에 다른 선택 방안이 없었다는 것입니다.

미국의 조지 부쉬 대통령은 최근 이란이 유엔안전보장이사회 결의안을 따르지 않은 것과 관련해 이란은 응징을 받아야 할 것이라고 밝혔습니다. 이제는 이란이 선택해야 할 때며 미국도 이미 선택했다면서, 미국이 외교적인 해결 방안을 모색하기 위해 동맹국들과 계속 긴밀히 협력하고 있지만, 이란의 도전에 대해서는 반드시 결과가 있어야 할 것이며, 이란으로 하여금 핵무기를 개발하도록 허용해서도 안될 것이라고 부쉬 대통령은 말했습니다.

미국은 이란에 대한 유엔안전보장이사회의 제재를 추진하고 있습니다. 그러나 이번 주 유럽연합의 하비에르 솔라나 외교집행위원과 이란의 알리 라리자니 핵협상 수석 대표간의 회담이 열리기 전에는 이란에 대한 어떠한 응징 가능성 문제도 논의되지 않을 것입니다.

Top Iranian officials say the country is ready to return to the negotiating table to talk about nuclear issues, but without any conditions. The International Atomic Energy Agency last week warned Iran is continuing to enrich uranium, in violation of a U.N. Security Council demand that it stop. VOA's Stephanie Ho reports from Washington.

In a visit to Tehran, U.N. Secretary General Kofi Annan said he and Iranian President Mahmoud Ahmadinejad discussed international concerns over Iran's nuclear program.

"On the nuclear issue, the president re-affirmed to me Iran's preparedness and willingness to negotiate, and find a solution to the crisis."

Iran says it is enriching uranium as fuel to provide energy for the country. International critics worry that Iran can use the same nuclear material in weapons.

The Iranian president's apparent push for talks was echoed by Iran's IAEA representative, Ali Asghar Soltanieh, who spoke on CNN's "Late Edition."

"The solution to the crisis is to come back to the negotiating table, without any conditions, as our president have already said. And we have many times re-iterated, we are ready to come to negotiating table and remove any ambiguities about our nuclear activities."

A U.N. Security Council order had set August 31st as a deadline for Iran to stop all uranium enrichment. Soltanieh said Tehran does not recognize the legality of the order, and believes the U.N. nuclear agency and the Nuclear Non-Proliferation Treaty have no authority to order countries to suspend enrichment activities.

"There is no provision in the IAEA statute, also NPT, for requesting a country to stop, or suspend enrichment activities. There is no limitation or restriction. The only thing is, the IAEA has to verify and control the activities to make sure there is no diversion (to nuclear use)."

He added that, 30 years ago, Iran invested money in a French company engaged in nuclear enrichment, but has not been able to access any of the material.

"Therefore, Iran had no other choice than to depend on its own for its production of nuclear fuel."

In a speech Thursday, President Bush said Iran should be punished for its non-compliance.

"It is time for Iran to make a choice. We have made our choice. We will continue to work closely with our allies to find a diplomatic solution, but there must be consequences for Iran's defiance, and we must not allow Iran to develop a nuclear weapon."

The United States has been pushing in the U.N. Security Council for sanctions against Iran. But any possible penalties will not be discussed until after a meeting this week between the European Union's foreign policy chief, Javier Solana, and Iran's top nuclear negotiator, Ali Larijani.
