미국이 동남아국가연합, 즉 아세안 (ASEAN) 과 무역투자기본협정을 체결했습니다. 말레이시아에서25일 폐막한 제 38차 아세안 경제각료회의에서 체결된 이번 협정으로, 미국과 아세안 국가들은 자유무역협정을 향해 한걸음 더 다가선 것입니다. 미국의 소리 특파원이 전해온 소식입니다.
미국의 수전 슈워브 (Susan Schwab) 무역대표는 25일, 말레이시아 콸라룸푸르에서 아세안 10개국 통상장관들과 무역투자기본협정 TIFA에 서명했습니다. 자유무역협정 FTA의 전 단계인TIFA는, 아세안 10 개국으로 유입되는 미국의 상품들에 대한 표준절차를 적용시킵니다. 이 때문에, 미국의 상품들은 동남아시아 지역에 앞으로 더욱 쉽게 수입될 수 있게 된 것입니다.
슈워브 무역대표는TIFA는 미국과 아세안간의 무역과 투자 관계를 강화하기 위한 무대가 될 것이라고 말했습니다. 아세안은 미국의 네 번째로 가장 큰 무역 상대로 자리잡고 있습니다. 주 말레이시아 미국 상공회의소의 빈스 루스너 (Vince Leusner) 대표는 이번에 체결된TIFA는 미국이 아세안의 장기적인 경제 성장 가능성을 직시하고 있다는 점을 보여준다고 말했습니다.
루스너 대표는 TIFA는 미국과 아세안간의 무역 관계를 공식화하는 긍정적인 조치라고 말했습니다. 또 아세안이 무시못할 경제세력이라는 점을 미국이 이해하고 있음을 보여주는 것이라고 덧붙였습니다. 미국과 아세안간의 무역액은 지난해 12.4 퍼센트 증가해 천520억 달러를 기록했습니다.
아세안 지역에 대한 미국의 직접 투자도 늘어났습니다. 하지만, 말레이시아의 라피다 아지즈 (Rafidah Aziz) 통상장관은 현 단계에서 이번 협정은 포괄적인 경제 협력의 전조는 아니라고 지적했습니다. 미국은 아세안 회원국인 버마에 대한 경제제재 조치를 취하고 있는 상태에서 아세안과TIFA를 체결했습니다.
이에 대해, 슈워브 무역대표는 인권탄압으로 악명 높은 버마 군사정권에 대한 미국의 입장은 변하지 않을 것이라고 말했습니다. 이번 협정은 5일간 진행돼온 아세안 통상장관회의의 폐막을 앞두고 체결됐습니다.
앞서, 이번 주에 통상장관들은 아세안 경제공동체 AEC를 당초 계획했던 것보다 5년 앞당겨 2015년까지 결성하기로 합의했습니다. 중국과 인도의 경제가 급성장하면서 경쟁이 더욱 치열해졌기 때문입니다.
미국과 아세안은 또, 세계무역기구 WTO의 도하개발아젠다를 논의하기 위한 협상이 중단된 것에 대해 유감을 표명했습니다. 그러나, 양측은 협상이 올해 말까지 재개될 수 있도록 서로 협력해 나가겠다고 다짐했습니다.
아세안은 부르나이, 버마, 캄보디아, 인도네시아, 라오스, 말레이시아, 필리핀, 싱가포르, 태국, 그리고 베트남으로 이뤄져있습니다.

The United States and the Association of South East Asian Nations have signed an expanded trade and investment pact at a meeting of trade ministers in Malaysia. As Ron Corben reports for VOA from Bangkok, the move is seen as a further step toward a full free-trade agreement between the U.S. and ASEAN states.
U.S. Trade Representative Susan Schwab and the 10 ASEAN commerce ministers signed the Trade and Investment Facilitation Arrangement, or TIFA, Friday in the Malaysian capital of Kuala Lumpur.
The TIFA calls for standardized procedures for U.S. goods entering the 10 ASEAN countries, giving American imports easier access to the region.
The deal also paves the way for establishing standards to promote trade in agricultural and pharmaceutical products.
Schwab called the TIFA "a platform that would intensify U.S. trade and investment ties" with ASEAN, which makes up the U.S.'s fourth largest trading partner.
Vince Leusner is the president of the American Chamber of Commerce in Malaysia. He says the pact reflects U.S. awareness of ASEAN's long-term economic potential.
"It's a very positive step to formalize their trading relationship. This is a reflection that the United States understands that ASEAN is a force to be reckoned with."
Two-way trade between the U.S. and ASEAN jumped 12-point-four percent in 2005 and reached 152-billion dollars. Direct investment from the U.S. to the region also increased.
But Malaysian Trade Minister Rafidah Aziz says, at this stage, the agreement is not necessarily a precursor to "comprehensive economic partnership."
The deal went ahead despite U.S. sanctions against ASEAN member Burma. Schwab said Friday the TIFA would not affect the U.S. stance on the military-ruled country's poor human rights record.
The U.S. deal was concluded at the end of a week of meetings of ASEAN trade ministers.
Earlier in the week, trade ministers agreed to speed up creation of an ASEAN Economic Community, or A.E.C., to 2015, five years earlier than scheduled, in the face of rising competition from the fast growing economies of China and India.
ASEAN this week also resumed free trade talks with India. Talks had been deadlocked since last year because of India's reluctance to open its markets.
As well as ties with ASEAN, the U.S. has several bilateral trade agreements within the region.
Talks on a two-way agreement with Malaysia could end in a deal by 2007, but negotiations on a similar pact with Thailand have been delayed by political uncertainties regarding the Thai prime minister.
The U.S. and ASEAN also expressed regret Friday over the suspension of the World Trade Organization's Doha Development Agenda negotiations, but said they would cooperate in pushing for talks to restart by the end of the year.
ASEAN comprises Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.
