말의 힘은 매우 강합니다. 말은 쉽게 오해를 빚을 수 있고 또 뜻하지 않은 반응을 야기할 수도 있습니다. 한 예로 며칠 전 부쉬 대통령은 폭력적인 정치목적을 위해 이슬람종교를 이용하는 이슬람 과격주의자들을 가리켜 `이슬람 파시스트'란 표현을 썼습니다. 그러자 미국 내 일부 이슬람 교도들은 이런 표현은 이슬람과 미국 및 전세계 수백여만명에 이르는 온건파 이슬람 교도들에 대한 높아가는 적대감을 부추길 것이라며 우려하고 있습니다. 반면 진정한 이슬람 교도라면 이같은 표현으로 명예가 훼손될 수 없다는 주장도 나오고 있습니다.
영국의 토니 블레어 총리가 최근 영국에서 미국으로 비행하는 여객기 폭파 음모와 관련해 21명을 체포했다고 발표하자 부쉬 대통령은 이 일은 미국이 여전히 `이슬람 파시스트'들과 전쟁상태에 있음을 미국민들에게 상기시켰다고 말했습니다. 부쉬 대통령은 이들 이슬람 파시스트들은 자유를 사랑하는 미국인들과 미국을 파괴하기 위해 모든 수단을 동원하고 있다고 말했습니다.
부쉬 대통령이 `이슬람 파시스트'란 말을 처음 사용한 것은 1년 전 미국민주주의재단에서의 연설에서 였습니다. 이 말은 전세계 이슬람 극단주의자들을 묘사하기 위한 설전에 사용된 표현의 하나입니다.
이슬람-아메리칸 관계위원회 의장인 파르베즈 아메드 박사는 미국 내 이슬람 교도들은 이슬람이 종교로서 폭력을 거부하고 있다고 설명하려 애쓰는 반면 일부 미국 관리들은 이슬람을 테러 뿐아니라 파시즘에도 연결시키고 있다고 불만을 나타냈습니다. 아메드 박사는 안타까웁게도 부쉬 대통령은 미국 내 이슬람 사회의 분노와 비난을 산 범죄자들을 묘사하기 위해 이 말을 사용했다면서 우리가 아는 파시즘은 인종적 이념이라고 말합니다. 따라서 이슬람 파시즘이란 말을 사용하는 것은 이슬람 교도들에게는 파시즘이 이슬람에 뿌리를 두고 있다는 것을 의미하는 것으로 들린다고 아메드 박사는 지적합니다.
그는 이런 말은 미국 내 뿐아니라 해외의 이슬람 사회와의 관계 강화에도 큰 해가 된다고 말합니다. 아메드 박사는 부쉬 대통령의 발언을 이슬람에 대한 모욕으로 인식해 비판한 아랍 언론들의 보도를 예로 들었습니다.
그러나 자유 이슬람연대 창설자인 카말 나와쉬씨는 이슬람은 이슬람 테러분자들을 파시즘과 연계한 부쉬 대통령의 표현으로 명예가 손상되지 않을 것이라고 말합니다. 나와쉬씨는 미국인들은 이미 현재 세계에서 일어나는 폭력행위의 대부분이 비교적 소수의 이슬람 극단주의자들에 의해 저질러지고 있는 것을 안다고 설명합니다.
나와쉬씨는 이 용어 사용 여부와 상관 없이 상황이 더 나빠지지는 않을 것이라고 말합니다. 말하자면 사람들은 이 행위를 이슬람 파시스트로 지칭하든 아니면 다른 말로 표현하든 상관 없이 일을 저지르는 것은 이슬람 교도들인 것을 알고 있다고 나와쉬씨는 말합니다. 따라서 사람들은 스스로 그같은 결론을 내리며, 이들을 파시스트로 부르는 것은 이슬람 교도들 중에 나쁜 사람들이 있다는 것을 뜻하기 때문에 더 낫다고 지적합니다. 나와쉬씨는 미국 내 이슬람 교도들은 이슬람 극단주의자들이 이슬람에 오명을 안겨주고 있는 것을 인정해야 한다고 말합니다.
부쉬 대통령의 연설을 연구하는 워싱턴 소재 조지타운 대학교의 이슬람기독교 이해센터 역사학 교수인 이본느 하다드씨는 부쉬 대통령은 테러와의 전쟁에서 적을 나쁘게 말하기 위해 이슬람 파시스트란 표현을 사용하고 있지만 이 표현은 양날의 칼이라고 지적합니다. 하다드 교수는 자신은 이같은 표현에 이중성이 있는 것으로 본다면서 부쉬 대통령이 미국인들에게 무엇을 말하려 하는지, 그리고 이슬람 교도들이 이를 어떻게 알아듣는지를 연구하고 있다고 말합니다.
하다드 교수는 이슬람 교도들은 이 말을 반 이슬람 용어로 이해한다면서, 그렇기 때문에 전세계 이슬람 교도들은 미국이 테러가 아닌 이슬람과의 전쟁을 벌이고 있는 것으로 믿고 있다고 말합니다. 이런 이미지는 부쉬 대통령이 테러에 대한 십자군 전쟁에 대해 언급했던 9/11 테러사태 초기로 부터 비롯된 것입니다.
하다드 교수는 이같은 표현들은 종교적 관점에서 선과 악의 대립이라는 정치적 상황을 전개시킬수 있다고 말합니다. 테러와의 전쟁이 고조되면서 이와 관련한 설전도 마찬가지로 앞으로 더욱 가열될 것으로 보이고 있습니다.

Words can be very powerful. They can be easily misunderstood and cause mixed reactions. Just a few days ago for example, President Bush used the phrase 'Islamic Facists' to describe Muslim radicals who exploit Islam to serve a violent political vision. Some American Muslims believe that these kinds of phrases contribute to a rising level of hostility toward Islam and to the millions of moderate Muslims in the U.S. and around the world. Others say that true Islam cannot be tarnished by such phrases. VOA's Mohamed Elshinnawi has this report:
When British Prime Minister Tony Blair announced the arrest of 21 British Muslims, charged with plotting to blow up planes while flying to the U.S, President Bush reacted:
The recent arrests that our fellow citizens are now learning about are historical reminders that this nation is at war with Islamic fascists, who will use any means to destroy those of us who love freedom, to hurt our nation.
President Bush first used the phrase Islamic fascist nearly a year ago in a speech before the National Endowment for Democracy. It is one of the terms used in a war of words that is intended to demonize extremist Muslims all over the world.
Dr. Parvez Ahmed Chair of Council on Islamic-American Relations (CAIR) complains that while American Muslims are trying to explain that Islam as a religion rejects violence, some American officials are connecting Islam not only to terrorism but also to fascism:
Unfortunately, President Bush used the term Islamic fascists to describe the perpetrators and that has drawn the ire and a universal condemnation from the American Muslim community. Fascism as we know is a racist ideology. So to the Muslim mind, the choice of the word-Islamic fascism- would imply that fascism is rooted in Islam and it totally hurts our relationship-building not only with the Muslim community here but also the Muslim community abroad.
Dr. Ahmed points to the outcry in the Arab press perceiving Bush's comment as an insult to Islam.
However, Kamal Nawash, founder of the free Muslim Coalition, disagrees and says that Islam will not be tarnished by President Bush's phrase associating Islamist terrorists with fascism. He says Americans already realize that most of the violent acts of terror in today's world are committed by a relatively small number of radical Muslims:
I think whether we use this term or not, I do not think it is going to make it any worse. I mean the fact is, people do see that it is Muslims that are doing this, so whether you call it Muslim Fascist or anything else, the fact that remains is it was 21 Muslims who have done this. So people are going to make that conclusion themselves, so if you call them fascists, it is actually better because you are saying that among the Muslims there are bad people and we call them fascists.
Mr. Nawash says American Muslims have to acknowledge that extremists in the Muslim world are the ones who are giving Islam a bad name.
Dr. Yvonne Haddad is a Professor of Islamic History at Georgetown University's Center for Islamic Christian Understanding. She is conducting research on President Bush's speeches and believes that while he uses terms like Islamo-fascist to demonize the enemy in the war on terrorism, such phrases are a double-edged sword:
I am calling it 'double hear,' and I am looking at what he is trying to say to the American people and what -at that moment Muslims- hear. What they hear is anti-Muslims stuff, this is why Muslims throughout the world think that we are waging a war against Islam and not against terrorism.
This image goes back to the first days after the September 11th attacks, when President Bush spoke of a 'crusade' on terrorism. Professor Haddad says such words and phrases cast a political situation in a religious light: a conflict between good and evil.
As the war on terror escalates, a parallel escalation in the war of words seems likely to follow.
