"북한과의 양자회담은 없을 것" - 부쉬 대통령 강조 (영문첨부) 


부쉬 미국 대통령은 북한의 자체 핵무기계획을 둘러싸고 북한과양자회담을 갖는 일은 없을 것이라고 말했습니다. 부쉬대통령은 북한의 미사일 시험발사에 국제사회는 단합된 입장을 취해야 할 것이라고 덧붙였습니다. 미국의 소리 백악관 출입기자의 보도입니다.

부쉬 미국 대통령은 북한지도자, 김정일 국방위원장에게 선택은 분명하다고 말했습니다. 즉, 핵무기를 검증가능한 방식으로 포기하고 미사일실험을 중단함으로써 북한 국민들의 삶을 향상시킬수 있는 전향적인 방안이 존재한다는 사실을 인식하는 것이라고 부쉬대통령은 강조했습니다. 부쉬대통령은 그같은 선택을 분명히 할 수 있는 최선책은 북한을 상대로 6자회담에 참여하는 국가들, 즉, 미국과 중국, 러시아, 일본 그리고 남한이 모두 한목소리로 북한에 대응하는 것이라고 말했습니다.

6자회담 모든 당사국들이 유엔안보리에서 분명하고 강한 어조로, 절대로 넘어서는 않될 선이 있음을 북한에 주지시켜야 한다고 부쉬대통령은 말했습니다. 바로 그같은 작업이 현재 이루어지고 있다고 부쉬대통령은 덧붙이고, 단독으로 행동할 수 있다면 신속한 움직임을 취할수 있지만, 외교활동의 단점은, 뭔가를 이루기 위해서는 시간이 걸리는 것이라고 지적했습니다.

7일 미국 중서부 도시, 시카고에서 가진 기자회견중에 부쉬대통령은 기자들에게 북한문제를 세계적으로 공론화하고 유엔결의안을 위한 알맞는 문안을 작성하는 작업은 시간을 요한다고 말했습니다. 유엔 안보리는 북한의 미사일과 핵계획에 혜택을 줄수 있는 자금과 기술 그리고 물자의 이전을 방지하기 위한 일본측 제안을 검토하고 있습니다. 이 제안은 유엔안보리 회원국들 사이에 폭넓은 지지를 받는 것으로 보이고 있지만 러시아와 중국은 제재조치가 수반되지 않는 그보다 강도가 낮은 내용의 조치를 원하고 있습니다.

부쉬대통령은 북한과의 핵을 둘러싼 교착상태를 해소할수 있는 외교적 해결방안을 꾸준히 모색하는 가운데 북한과 일대일 양자회담을 갖게 되는 함정에 빠지지는 않을 것임을 확실히 했습니다. 핵현안 해결책을 북한과의 양자회담을 통해 모색할 경우, 선택방안들이 신속히 고갈되지 않을까 우려한다고 부쉬대통령은 말하고 북한처럼 투명성을 결여한 사회 지도자는 협상의 향배를 임의로 결정하고 미국같은 나라에 대해 자체 국익에 반하는 결과를 초래하도록 하는 것은 쉬운일이라고 강조했습니다.

북한의 미사일 시험발사가 국제사회로 부터 보다 많은 유인책을 얻어내려는 노력의 하나로 생각하느냐는 기자질문에 부쉬대통령은 외부세계에서 고립된 북한지도자의 진정한 의도를 알지는 못하지만 자신은 이전의 국제합의들을 위반하는 자들에게는 어떠한 보상도 없을 것이라는 점을 동맹국들에게 분명히 했다고 말했습니다.

INTRO: President Bush says he will not be drawn into one-on-one talks with North Korea over its nuclear weapons program. VOA White House Correspondent Scott Stearns reports, Mr. Bush says the international community should respond to North Korean missile tests with one voice.

TEXT: President Bush says the choice is clear for North Korean leader Kim Jung Il, that there is a way forward for him to improve the lives of his citizens by verifiably giving up nuclear weapons, and stopping missile tests.

He says the best way to make that choice clear is through a unified response by those nations engaged in six-party talks with Pyongyang: the United States, China, Russia, Japan and South Korea.

"It's best for all of us to go to the U.N. Security Council and say, loud and clear, 'Here are some red lines.' And that's what we are in the process of doing. You know, the problem with diplomacy is that it takes awhile to get something done. If you are acting alone, you can move quickly."

Speaking to reporters at a news conference in the Midwest city of Chicago, Mr. Bush said rallying world opinion on North Korea and finding the right language for a U.N. resolution takes time.

The U.N. Security Council is considering a Japanese proposal to prevent the transfer of funds, technology and goods that could benefit North Korea's missile and nuclear programs. That measure appears to have broad backing on the council, but Russia and China want a weaker measure without sanctions.

As he continues to pursue a diplomatic solution to the nuclear stand-off with North Korea, President Bush says he is not going to get caught in what he calls the trap of sitting at the table alone with Pyongyang.

"My concern about handling this issue bilaterally is that you run out of options very quickly. And, sometimes, it is easy for the leader of the non-transparent society to turn the tables, and make a country like the United States the problem as opposed to themselves."

Asked if he thought the North Korean missile launches were an effort to extract more incentives from the international community, President Bush said he does not know the intentions of the reclusive North Korean leader, but he has made clear to allies that there will be no rewarding people who violate past agreements.
