U.S. Senators have expressed concern about President Bush's use of a constitutional tool they say can be used to expand presidential power.
A U.S. Senate panel held a hearing this week about Mr. Bush's use of so-called "signing statements" attached to laws passed by Congress. The statements can be used by the president to avoid the intent of Congress.
U.S. Senator Dianne Feinstein, a Democrat (from the U.S. state of California), said the signing statements undermine and weaken the effect of laws passed by Congress.
Republican Senator Arlen Specter (from Pennsylvania) said the issue is a matter of separation of power.
Separation of power reduces the influence each branch of government has, making abuse more difficult.
A Justice Department official (Michelle Boardman) defended the legality of the signing statements. The Senate Judiciary Committee is expected to question U.S. Attorney General Alberto Gonzales about the issue at a hearing next month.
