일본 정부는 16일 카리브해의 세인츠 키츠와 네이비스에서 열린 국제 포경 위원회 개막식때 있은 표결에서도 두번 패배했었습니다.
16일에 실시된 두차례 표결은 포경위원회에서 과반수 이상의 찬성표를 얻기 위한 일본의 노력에 있어 매우 중요한 것으로 간주됐습니다.

Japan has suffered its third straight defeat on efforts to overturn a 20-year-old international ban on commercial whaling.
Members of the International Whaling Commission voted 31 to 30 Saturday against Tokyo's bid. A 75-percent majority was needed to repeal the commercial ban.
Tokyo suffered double setbacks in votes Friday at the opening session in the Caribbean nation of St. Kitts and Nevis. Those two votes were considered key to Japan's efforts to establish a pro-whaling majority on the commission.
