'국제적 핵 협상안 문제 있다' - 이란 (영문 첨부)

이란의 알리 라리자니 핵 수석 협상 대표는 카이로에서 기자들에게 국제적인 일괄 협상안에는 문제들이 있다고 지적했습니다. 라리자니 수석 대표는 이들 협상안에는 일부 긍정적인 점들이 들어 있지만 동시에 애매모호한 문제들도 포함돼 있다고 말했습니다.

이란 외무부 대변인도 이란은 이 일괄 협상안의 일부 사항은 수용할 수 없다고 이와 유사한 발언을 했습니다. 이란은 이 협상안의 우려 사항이 무엇인 지는 밝히지 않았으나 이란 지도자들은 일괄 협상안의 주요 목표가운데 하나인 이란이 우라늄 농축 활동을 중단해야한다는 발상을 거듭 일축하고 있습니다.

영국과 프랑스 독일이 공동 성안해 미국과 러시아, 중국의 동의를 얻어 이란 측에 제시된 일괄 협상안은 이란에 대한 미국의 경제 제재 조치를 일부 해제함과 동시에 이란이 우라늄 농축 활동을 중단하지 않을 경우에 이란에 대한 응징 가능성도 포함된 것으로 믿어지고 있습니다.

앞서 9일 미국의 조지 부쉬 대통령은 이란은 몇 달이 아닌 몇 주 안에 이 제안에 응답해야할 것이라고 말했으나 라리자니 협상 대표는 부쉬 대통령의 이 같은 발언도 일축했습니다.

라리자니 대표는 이란에게 응답할 제한된 시간이 주어졌다고 밝혔지만 이는 옳지 않다면서 그에 대한 시한은 없다고 강조했습니다. 이란 외무부 대변인도 라리자니 대표의 발언에 동조하면서 그러나 이란은 시간을 구하기 위해 노력하지는 않을 것이라고 덧붙였습니다.

라리자니 대표는 이란의 핵무기 개발 계획을 둘러싼 분규와 관련해 이란의 입장에 대한 아랍 나라들의 지지를 얻어내기 위해 이집트 카이로를 방문하고 있습니다. 라리자니 대표는 아랍 연맹의 아므루 무싸 사무총장 그리고 호스니 무바락 이집트 대통령과 만났습니다.

라리자니 수석 대표는 이란의 핵개발 계획은 아랍 세계를 위협하는 것이 아니라 아랍 세계를 도울 수 있을 것이라고 말했습니다. 라리자니 대표는 이란의 핵개발 계획은 평화적인 핵기술을 다루는 것이기 때문에 아랍 또는 이슬람 국가들에 어떠한 위험도 주지 않을 것이라고 강조했습니다.

이란은 자체 핵개발 계획은 오로지 에너지를 생산하기 위한 목적의 것이라고 말하고 있지만 미국과 유럽 나라들은 이란이 핵무기를 제조하려는 것이 아닌가 의심하고 있습니다. 일부 아랍 연맹 회원국들 주로 이란과 인접한 페르샤만 인접 국가들도 이란의 핵 야심에 관해 우려하고 있는 것으로 알려졌습니다.

Iranian officials are rejecting some aspects of an international package of incentives aimed at convincing Tehran to suspend its nuclear program.

Iran's top nuclear negotiator, Ali Larijani, told reporters in Cairo that the incentives deal has problems. He says, "These proposals contain some positive points. At the same time, there are problems and ambiguous points."

In similar remarks in Tehran, a Foreign Ministry spokesman said Iran does not accept some aspects of the package. Iran has not spelled out what its concerns are about the proposal, but Iranian leaders have repeatedly rejected the idea that they should stop enriching uranium, which is one of the main goals of the incentives program.

The package was assembled by Britain, France and Germany, and agreed to by the United States, Russia and China. It offers Iran incentives, which are believed to include a partial lifting of U.S. economic sanctions, as well as possible penalties if Iran refuses to stop enrichment activities.

On Friday, President Bush said Iran has weeks and not months to respond to the proposal. Larijani rejected that idea, too. He says, "It was said that Iran was given a limited time period to agree. This is incorrect. There are no deadlines."

In Tehran, the Foreign Ministry spokesman echoed that statement, but added that Iran is not trying to buy time. Larijani was in Cairo trying to win Arab support for Iran's position in the debate over its nuclear program. He met with Arab League Secretary General Amr Moussa and with Egyptian President Hosni Mubarak.

Larijani said Iran's nuclear program could help the Arab world, not threaten it. He says, "The Iranian nuclear program does not represent any danger to the Arab and Islamic nations, because it deals with peaceful nuclear technology."

Iran says its nuclear program is intended only to produce energy, while the United States and Europe suspect Iran is trying to produce nuclear weapons.

Some Arab League members, mainly Persian Gulf states near Iran, are known to be nervous about Iran's nuclear ambitions.
