Europe's foreign policy chief is heading to Tehran to present an incentive deal to convince Iran to stop uranium enrichment.
Javier Solana is due in Tehran late today (Monday). European Union and Iranian officials say he will submit the incentive package Tuesday.
Details of the offer drafted by the permanent members of the U.N. Security Council and Germany have not been disclosed. But the plan is believed to contain economic and technological incentives for Iran to limit its nuclear activities, as well as the threat of U.N. sanctions if Iran refuses to cooperate.
Iranian leaders have said they will review the proposal. But they say there are no plans to suspend uranium enrichment - a program American and European authorities say is evidence of a secret plan to build nuclear weapons.
