요르단강 서안에 새 보안군 배치로 상쟁 파벌간 긴장 고조 (영문 첨부)


요르단강 서안에 새로운 보안군 병력이 배치됨으로써 팔레스타인의 상쟁 세력들간의 긴장이 고조되고 있습니다. 팔레스타인의 재정 위기 사태가 심화되고 있는 가운데 과격 단체들은 팔레스타인 은행들에 대해 위협을 가하고 있습니다. 이에 관해 좀더 자세히 전해 드립니다.

회교 과격 단체 하마스가 주도하는 팔레스타인 정부에 대한 새로운 도전 속에 팔레스타인의 마흐무드 압바스 자치 수반과 그의 파타운동에 충성하는 보안군 병력 2천 5백명 정도가 요르단강 서안의 수도 예닌에 배치됐습니다.

이른바 ‘특수보호부대’ 단원들은 야쎄르 아라파트 전 팔레스타인 지도자의 초상화를 들고 거리를 행진했습니다. 이들 가운데 70명 정도는 무장을 하고 있었습니다. 이들 단원은 2주전 가자 지구에 하마스가 이와 유사한 군 부대 병력을 배치한데 대한 대응이라고 설명했습니다.

하마스가 가자 지구에 군 병력을 배치함으로써 하마스와 파타 운동 소속 민병대간 총격전이 야기돼 내전으로 비화되지 않을까 하는 우려를 촉발시켰습니다.

긴장을 더욱 악화시키고 있는 것은 하마스 정부를 완전 파산하도록 만든 국제적인 제재조치들입니다. 팔레스타인 정부내 16만 5천 여명의 공무원들은 석달째 월급을 받지 못하고 있습니다.

미국과 유럽은 하마스가 폭력 사태를 포기하고 이스라엘을 인정할 경우 수억 달러의 지원을 재개할 것이라고 제의했지만 하마스는 이 같은 제의를 일축하고 있습니다.

팔레스타인의 재정 위기를 경감하기 위해 팔레스타인 은행들은 약 4만명의 정부 공무원들에 대해 무이자로 대부해 주기로 결정했습니다. 이들 은행은 미국의 제재 조치를 우려해 하마스 정부와 협력하기를 꺼려왔습니다.

하지만 은행들은 팔레스타인의 4개 무장 세력들이 공무원들에게 봉급이 지급되지 않을 경우 은행들을 공격할 것이라고 위협하자 이 같은 무이자 대부 정책을 발표했습니다.

The deployment of a new security force in the West Bank is raising tensions between rival Palestinian factions. And with a financial crisis deepening, militant groups have issued threats against Palestinian banks. Robert Berger reports from the VOA bureau in Jerusalem.

A two-thousand-500-man security force, loyal to Palestinian President Mahmoud Abbas and his Fatah movement, has deployed in the West Bank town of Jenin, in a new challenge to the government led by the Islamic militant group Hamas.

Members of the so-called "Special Protection Unit" marched in the streets, carrying a picture of former Palestinian leader Yasser Arafat. About 70 of the men were armed. Members of the new force say it is a response to Hamas' deployment of a similar unit in Gaza two weeks ago. That led to gun battles between Hamas and Fatah militiamen, raising fears of a Palestinian civil war.

Aggravating tensions are international sanctions that have left the Hamas government flat broke. The salaries of 165-thousand government employees are three months overdue.

The U.S. and Europe have offered to restore hundreds-of-millions of dollars in aid, if Hamas renounces violence and recognizes Israel, but the group has refused.

To alleviate the financial crisis, Palestinian banks have decided to provide interest-free loans to some 40-thousand government employees. The banks had been reluctant to cooperate with the Hamas government, fearing U.S. sanctions.

But the loans were announced after four armed Palestinian factions threatened to attack the banks, if salaries to government workers were not paid.
