[전문가 견해] 이라크 새정부의 과제와 전망


콘돌리자 라이스 미국 국무장관의 이라크문제 고위부보좌관인 로버트 도이치 씨, 시사주간지 [뉴스위크]지의 마이클 히르쉬 선임편집장, 시사주간지 [타임]지의 브라이언 베네트 이라크 주재특파원을 통해 이라크 새정부의 과제와 전망에 관해 알아봅니다.

이라크는 현재 새 정부를 구성하고 있습니다. 지난 해 12월의 총선거에서 이라크의 시아파 정당들이 의회에서 다수당이 됐습니다. 수니파 출신의 마흐무드 마슈하다니 국회의장은 현재 이라크에는 조정되어야 할 종파간 투쟁이 벌어지고 있다고 말했습니다.

조지 부쉬 미국 대통령은 새 정부의 구성은 이라크 국민을 위한 새로운 출발을 의미한다고 말했습니다.

“지난해 12월, 수백만명이 테러분자들과 살인자들에 도전해 우리는 자유를 원하며 우리는 거국정부를 원한다고 말했습니다. 그동안 이루어진 것은 타협과 정치를 통해 이라크 인들이 새로운 정부를 구성하기 위해 힘을 합쳤다는 것입니다.”

콘돌리자 라이스 미국 국무장관의 이라크문제 수석 부보좌관인 로버트 도이치 씨는 이라크 새 정부가 이라크의 모든 주요 정파들을 망라하게 될 것이라고 말했습니다.

“우리는 얼굴을 맞대고 협상을 벌이고, 서로의 견해차이를 해소하기 위해 노력하며, 이라크를 위해 상생의 미래를 향해 노력하는 가운데 사회의 다양한 모든 구성요소들과 대화하고 있습니다. 알-카에다와 바트당 잔존세력은 전진을 가로막기 위해 안간힘을 쓰고 있습니다. 그러나 만약 그간의 정치적 과정이 입증한 한가지 사실이 있다면, 그것은 이라크 인들이 진실로 헌신하고 있으며, 새로운 이라크 건설에 있어서 정치적 과정을 추진해 나가기 위해 당장 생명을 바칠 각오가 돼있다는 것입니다.”

미국의 도날드 럼스펠드 국방장관은 이라크의 새정부가 저항분자들과 싸우는데 있어서 보다 강력한 역할을 떠맡을 수 있을 것이라고 말했습니다.

시사주간지 [뉴스위크]지의 마이클 히르쉬 선임편집장은 연합군의 상당한 감축이 이루어지기에 앞서 이라크 정부가 가야 할 길이 멀다고 지적했습니다.

“ 이라크 사회가 여러 계층에서 분열돼 있음을 우리는 목격하고 있습니다. 적어도 제가 현지에 갔을 때, 저는 현재 이라크의 유일한 접착제는 미군의 주둔이라는 느낌을 받았습니다. 이라크 정치인들은 이라크가 내전상태로 빠져들 수도 있다고 생각하기 때문에 미군의 즉각 철수를 촉구하는 사람이 아무도 없다는 것을 알수 있습니다.”

시사주간지 [타임]지의 브라이언 베네트 특파원은 안보 문제를 제외하고 새정부가 안게 될 최대의 도전은 생활조건의 개선이라고 지적했습니다.

“새정부는 사회의 기본적인 공공 서비스를 확충해야 할 것입니다. 그리고 대부분의 이라크 인들은 ‘새정부가 국민에게 무엇을 해줄수 있는지를 주시하게 될 것입니다. 그리고 이라크 인들은 일상생활에서 중요한 하수도와 상수도, 전기문제 처리를 주시하게 될 것입니다.

이라크 인들이 희망하는 것은 곧 들어설 4년 임기의 새정부가 이라크일반인들이 일상생활에서 피부로 느낄수 있는 변화를 가져다줄 장기적이고 어려운 결정을 내릴수 있게 되는 것입니다.”

부쉬 대통령은 이라크의 새정부는 과거 어느때보다도 더 성공할 결의에 차 있다고 말했습니다.

Iraq is in the process of forming a new government. Elections in December gave Iraq's Shiite parties a majority in the legislature. Parliament speaker
Mahmoud Mashhadani, a Sunni, said, "There is sectarian strife in the country that needs to be fixed." President George W. Bush says the forming of a new government means "new start for the Iraqi people":

Bush: "Last December, millions of people defied the terrorists and killers, and said, we want to be free, we want a unity government. And now what has happened is, after compromise and politics, the Iraqis have
come together to form that government."

Host: Robert Deutsch is Deputy Senior Advisor on Iraq to U.S. Secretary of State Condoleezza Rice. He says that the new government includes all the major Iraqi factions:

Deutsch: We've really got all the different elements of the society in together, sitting in the same room, negotiating, trying to work out their differences, and working towards a common future vision for Iraq. The
Al-Qaeda folks and the Baathist rejectionists have tried to prevent this process from going forward. But if there's one thing that our year of experience with the political process has demonstrated, it's that the Iraqis
have a real dedication, are willing to put their lives on the line to move the political process forward in creating a new Iraq.

Host: U.S. Secretary of Defense Donald Rumsfeld says that Iraq's new government will be able to take a stronger role in fighting insurgents. Michael Hirsh, a senior editor at Newsweek magazine, says that the Iraqi government still has a long way to go before there can be a significant reduction in coalition forces:

Hirsh: You see this society fissuring on so many levels and at least when I was there, I got the sense that the only glue left was the American presence. You hear almost no Iraqi politicians calling for a quick pullout
by the Americans because I think they realize that could probably send a country into civil war.

Host: Time magazine correspondent Brian Bennett says that beyond security, the big challenge for the new Iraqi government will be to improve living conditions:

Bennett: They're going to have to get basic services right. And most Iraqis just look at, 'How does the government affect me?' And they look at the problems with sewage and water and electricity in their daily lives. The hope is that with a four-year government coming into being, they'll be able to make the hard and long-term decisions that need to be made to really affect change on the ground that the Iraqi people can see.
