코피 아난 유엔 사무총장에게 유엔 예산에 관해 더 많은 권한을 부여했을 유엔개혁조치가 개발 도상국들에 의해 저지됐습니다. 유엔의 개발도상국 회원국들은 28일 이 개혁조치 저지 결의안을 상당한 표차로 통과시켰습니다.
이로써, 미국이 유엔에 대한 분담금 지불을 유보할지도 모를 가능성이 제기되고있습니다.
개발 도상국 대표들은 미국이 권장한 이같은 개혁조치가 예산에 대한 권한을 유엔총회의 수중에서 빼앗아 가는 것으로 생각하기 때문에 반대 표를 던졌다고 말하고 있습니다.
United Nations representatives from developing countries have voted to block reforms that would have given Secretary-General Kofi Annan more power over the U.N. budget.
In a Friday vote, the blocking resolution passed by a wide margin, raising the possibility that the United States might withhold its dues payment to the U.N..
The United States had encouraged Mr. Annan to undertake the reform. But developing countries said they voted against the measure because they felt it took budgetary power out of the hands of the general assembly.
Mr. Annan had called for an overhaul of U.N. operations that included the outsourcing of some headquarters jobs along with changes to the U.N.'s management structure.
