중국의 한반으로 알려진 전국 중문외국어판공실과 미국의 민간 학교 및 학력관장기관인 칼리지 보드 College Board는 공동으로 미국의 초등학교와 중학교에서 중국어와 중국 문화 교육을 증진하기 위한 5개년 계획에 착수했습니다.
이 계획은 미국의 학교및 교육관장기관인 ‘칼리지 보드’가 미국내에서 중국어 교사들이 크게 부족하다고 지적한 문제를 해결하기 위한 노력의 일환입니다. 한반은 5천여개의 미국 학교들과 대학들이 가입하고 있는 뉴욕에 본부를 둔 민간협회인 칼리지 보드가 개발하는 중국어 교육계획에 자금을 지원할 예정입니다.
최근 이 문제를 협의하기 위해 미국을 방문한 조우 지 중국 교육부장은 이 계획이 세계 최고의 선진국인 미국과 인구 대국인 중국사이의 상호 이해 증진에 기여하게 될 것이라고 말했습니다.
조우 부장은 두 나라의 다음 세대를 위해서 서로 이해의 폭을 넓혀가는 것이 매우 중요하다면서 현재 중국에서는 거의 모든 학교가 영어를 제2외국어로 가르치고 있어서 많은 학생들이 영어를 잘 하지만, 이제 미국 학생들도 중국어와 중국 문화에 관해 좀 더 많이 알아야 할 것으로 생각한다고 말했습니다.
최근 칼리지 보드가 전국 학교들을 대상으로 실시한 여론조사 결과는, 2,400개 학교들이 학교에서 중국어 교육을 실시하기를 바라는 것으로 나타났습니다. 칼리지 보드의 톰 매트 세계언어계획부장은 이같은 관심이 주로 최근 중국의 급속한 경제성장에 기인한다고 말했습니다.
세계경제에서 중국이 차지하는 위상이 앞으로 더욱 높아질 것이기 때문에 미국에서 중국어 학습 열기는 상당기간 계속될 것으로 생각한다는 것입니다. 매트 부장에 따르면, 제 1단계는 중국어 교사 부족사태를 해결하는 것입니다.
단기적인 처방으로 앞으로 5년간 중국어 교사 150명을 미국에 초빙할 계획이고 둘째로, 미국에서 자격증을 소지한 중국어 교사가 되려는 미국인 교사들을 장학금 지급등을 통해 지원할 계획이라는 것입니다.
교사 후보들은 실질적인 중국 이민사회를 포함해 미국내에서 중국어를 구사할 수 있는 사람들 가운데에서 선발하게 될 것입니다. 매트 부장은 이 계획에 교육 개혁이 반영될 것이라고 밝혔습니다.
[한반], 즉 전국 중문외국어 판공실 은 앞으로 미국에서 400명의 교사들과 학부모 단체를 선발해 이들에게 중국어 교육을 실시해 해당 학구에서 이 계획을 지원하도록 할 계획입니다.
이 계획의 또 다른 부분은 학기중에 미국의 학교를 방문할 중국 연수 제도를 활용하는 것입니다. 그밖에 현재 교실에서 나타나고 있는 문제점 해결에 착수하는 것으로 이는 교사의 전문성 개발과 보다 다양하면서 어쩌면 보다 효과적인 교육 자료들을 개발하는 것이라고 매트씨는 말합니다.”
이 계획은 중국어 분야에 한정되지 않고, 문화적인 요소도 포함하게 될 것입니다. 버팔로의 뉴욕주립대학교에서 박사학위를 취득한 조우 장관은 중국 문화와 철학에 대한 지식은 두 나라의 경제적인 유대관계를 개선하는데 기여할 것이라고 말했습니다.
기본 지식은 문화가 되어야 한다는 것입니다. 외국의 현실과 역사, 그리고 국민의식을 이해하는 것은 경제활동교류에 크게 기여할것이라고 조우씨는 강조합니다.
2008년 베이징 국제 하계 올림픽이 개막될 때까지 좀 더 많은 미국 학생들이 중국어를 말할 수 있게 되기를 희망한다고 조우 부장은 덧붙였습니다.

China's National Office for Teaching Chinese as a Foreign Language, known as Hanban, and the College Board, a U.S. group, have launched a five-year initiative to encourage the study of Chinese language and culture in
U.S. elementary and secondary schools. From VOA's New York Bureau, correspondent Barbara Schoetzau has the details.
The initiative is part of an effort to address what the College Board calls a "critical shortage" of teachers of Chinese in the United States. Hanban will fund Chinese language programs developed by the College Board, a
private New York-based association of more than five-thousand U.S. schools and universities.
China's minster of education, Zhou Ji, was in New York to announce the partnership. She says the program will help the world's most developed nation and the world's biggest country get to know one another better.
"For our next generation for the two nations, it is very necessary to know each other. Now in China almost every school is teaching English as a second language. So many students, their English is much better than me. But now I think for USA students, they should know more about Chinese language and culture."
A recent College Board survey of member schools indicated that 24-hundred schools nationwide wanted to offer classes in Chinese language studies. Tom Matts of the College Board's world language initiative says much of the
interest stems from the surge in China's economy.
"From all reports, the presence of China in the world's economy is not about to go away and we do believe that this interest in studying Chinese is here to stay."
The first step, according to Matts, is to remedy the shortage of teachers. "Short-term, we are essentially borrowing 150 teachers in Chinese from China over the next five years.
Additionally, we are supporting teacher candidates, American citizens, American teacher candidates, who want to become certified teachers of Chinese in their states. So we will be providing scholarship funding for them to become certified teachers."
Teacher candidates will be sought out among Chinese speakers in the United States, including the substantial immigrant community. Matts says educational exchanges also figure into program. Hanban will host 400 U.S.
educators and parent groups to help them learn about Chinese education and build support for the program in their own school districts.
"Another part of that program is through a system of touring ensembles from China who will visit U.S. schools throughout the school year. The third way that we are addressing this is to address needs that are currently existing in classrooms. That is for teacher professional development and the development of more diverse and perhaps more effective instructional materials."
The program will not be limited to language study, but will also include a cultural component. Minister Zhou, who earned a doctoral degree at New York's State University in Buffalo, says a knowledge of Chinese culture and philosophy will help improve economic ties.
"I think the basic knowledge should be culture. They should know foreign countries' situation, history and people's concepts. That will help them to do their work."
Zhou says she hopes more U.S. students will be speaking some Chinese in time for the 2008 Olympics in Beijing.
