한국과 일본 정부 고위 당국자들은 양국이 영유권을 주장하는 독도를 둘러싼 수십년에 걸친 분규와 관련한 최근 논란을 해결했습니다. 일본은 한국의 감정적 대응을 촉발했던 이 섬 부근에서의 과학조사를 중지하기로 했습니다. 한국 정부 역시 이에 대한 양보를 했습니다.

한국 정부는 6월에 열리는 국제회의에서 독도 부근 수역에 대한 한국식 지명을 제안할 예정이었습니다. 일본은 이에 대해 한국의 제안에 대응하기 위한 자료수집을 위해 측량이 필요하다고 주장했습니다. 이에 따라 며칠 간 서로 간에 협박과 감정적 성명이 오가는 가운데 일본은 독도 부근에 측량선 2척을 파견했습니다.
한국도 현장에 20척의 해안경비정을 파견하면서, 해상에서 물리적 충돌이 발생할 경우 일본이 책임을 져야 한다고 경고했습니다. 한국측의 반응이 갈수록 격렬해지자 일본은 21일 대결상태 해소를 위해 서둘러 서울에 외교관을 파견했습니다. 이어 벌어진 협상은 22일 오전만 해도 아무런 합의가 없었으며 일본측 특사는 한 차례 더 협상할 것을 한국측에 요청한 것으로 보도됐습니다. 한국은 분규가 빚어진 섬을 독도라고 부르면서 소규모 경찰병력을 배치해 통제하고 있습니다.
반면 일본은 이 섬을 다케시마로 부르고 있으며, 35년에 걸친 한반도 식민지배 기간 중 점유했었습니다. 두 나라는 2차 세계대전에서 일본이 패배한 이후 이 섬을 놓고 분쟁을 빚었습니다. 독도 문제는 한국인들에게 매우 감정적인 사안으로 이들은 일본의 최근 행동은 제국주의 침략의 과거를 저버리지 못한데 따른 것이라고 말하고 있습니다.

INTRO: Senior envoys from Japan and South Korea have resolved the latest flare-up in a decades-long dispute over islands that both nations claim. Japan says it will drop its plan to conduct a scientific survey near the islands, which had prompted an emotional reaction in South Korea. But as VOA's Kurt Achin reports from Seoul, the South Koreans made concessions, as well.
TEXT: Japanese Vice Foreign Minister Shotaro Yachi and his South Korean counterpart, Yu Myung-hwan, succeeded in defusing a tense confrontation after a long day of talks Saturday.
Yu told reporters, Japan has decided to cancel plans to conduct a scientific survey near tiny islands, over which both countries claim sovereignty.

He says, in exchange for Japan's conciliation, South Korea will delay a proposal to give Korean names to ocean features near the islands.
Seoul was planning to propose those new names at an international conference in June. Japan argued that its survey was necessary to gather data, in order to counter the South Korean proposal.
Days of threats and emotional statements followed, and Japan dispatched two survey ships toward the disputed area. South Korea responded by sending at least 20 coast guard vessels to the area, and warning that Japan would be responsible, if there were a physical confrontation at sea.
As the comments from Seoul became more heated, Japan on Friday rushed a diplomat to the South Korean capital to try to defuse the confrontation.
The talks ended without agreement Saturday morning, but Japan's envoy reportedly requested "one more try."
South Korea controls the island group, which it calls Dokdo, with a small police presence. Japan, which calls the islands Takeshima, held them during its 35-year colonial rule of the Korean peninsula.
The two countries have disputed the status of the islands, since Japan's defeat in the Second World War. The issue is intensely emotional for South Koreans, who say Japan's recent actions are part of a pattern of failing to let go of its imperial past.

Not all diplomacy between the two nations is so strained. The two are partners in trying to bring North Korea back to multinational talks on Pyongyang's nuclear weapons program. And South Korean officials have praised Japan's determination in seeking answers from Pyongyang about Japanese and South Koreans abducted by North Korea during the Cold War. (SIGNED)
