북한측 6자 회담 수석 대표인 김계관 북한 외무성부상은 13일 일본 도쿄에서 기자들에게 북한 핵개발 계획 종식을 위한 다자간 회담이 늦어지고 있어도 나쁘게 여기지 않는다고 말했습니다.
한국과 미국, 중국과 러시아, 일본은, 지난 3년여간 북한이 핵무기 비 보유국으로 남겠다고 한 약속을 실천하도록 설득 작업을 해왔습니다. 북한은 여러가지 다양한 이유를 들어 거듭 6자 회담 참석을 거부하고 있습니다.
김계관 부상은 미국이 북한의 불법 금융 활동에 협조한 혐의가 있는 방코 델타 아시아 은행의 자산 동결을 비롯, 북한의 회사들에 가한 금융 제재 조치를 철회할때까지는 6자 회담에 복귀하지 않을 것이라고 말했습니다.
미국측 6자 회담 수석 대표인 크리스토퍼 힐 미 국무부 차관보는 13일 서울에서 경제계 지도자들에게 행한 연설에서 대북한 금융 제재조치는 북한의 위조지폐 제조 및 돈세탁 등 불법 행위로 부터 미국의 은행 체계를 보호하기 위한 합법적인 조치라고 강조했습니다.
힐 대표는 북한이 현 북핵 6자 회담 교착 상태를 고수한다면 핵무기 포기 댓가로 북한에 제의했던 보상책들이 언제까지고 영원할수는 없을 것이라고 말했습니다.
힐 대표는 또, 북한이 어째서 미국의 제재 대상이 된 은행에 있는 2천만 달러의 자산을 위해 수억달러의 에너지 지원이 포함된 협상을 계속 거부하고 있는지 의문을 제기했습니다.
힐 대표는 자신이 우려하는 점, 또한 많은 사람들이 걱정하는 것은 북한이 추후 6자 회담 과정에 얼마나 진지한 자세로 임할 것인가 하는 점이라고 말했습니다. 힐 대표와 김계관 대표는 6자 회담 당사국들이 전부 참여한 [동북아시아 협력 대화] 안보 회의에 참가하기 위해 이번주 도쿄를 방문했었습니다.

힐대표는 김계관 부상은 미국과 북한이 앞으로 대화할 기회가 없을 것이라고 걱정할 필요는 없다고 말하면서 그러나 자신은 6자 회담 참석을 거부하고 있는 북한대표와 도쿄에 앉아 이를 논의하고 싶지는 않았다고 분명히 강조했습니다. 힐대표는 북한 같은 나라는 그들의 활동이 면밀히 주시되고 있다는 점에 대해 놀라서는 안된다고 덧붙였습니다.
힐 대표는 대량 살상 무기 생산을 추구하는 나라의 금융 거래 움직임에 대한 조사노력이 있는 것은 국제사회에서는 당연한 일이라고 했습니다.
힐대표는 또, 미국과 다른 나라들은 언제든지 6자 회담에 복귀할 준비가 되어 있다고 밝히고, 6자회담의 틀안에서 북한과 광범위한 현안들에 관해 양자 회담을 가질 용의도 있다고 말했습니다.

North Korea's chief delegate to multinational nuclear talks says his country will continue to boost its arsenal as long as the talks are stalled. The top U.S. delegate to the talks says that by refusing to return to the talks,
North Korea risks losing out on aid and other benefits. VOA's Kurt Achin reports from Seoul.
North Korean envoy Kim Kye Gwan told reporters in Tokyo Thursday he does not view it as a bad thing that multinational talks aimed at ending his country's nuclear programs are being delayed.
Kim says during the delay, North Korea will increase what it calls its nuclear deterrent force.
China, Russia, Japan, South Korea and the United States have tried for three years to persuade North Korea to live up to pledges it has signed to remain free of nuclear weapons. Pyongyang has suspended its participation in the talks repeatedly for various reasons.
Kim says he will not return to the talks until Washington ends financial sanctions against North Korean business interests, including bank deposits that have been frozen.
Washington's envoy to the six-nation talks, Assistant Secretary of State Christopher Hill, told business leaders in Seoul Thursday the sanctions are a legitimate measure to protect the U.S. banking system from North Korean
counterfeiting and money laundering.
Hill says a package of incentives offered to North Korea, known as the D.P.R.K., in exchange for nuclear disarmament "may not be there forever" if Pyongyang continues to stall. He questioned why North Korea continues
to refuse a deal - which would include hundreds of millions of dollars in energy assistance - for the sake of about 20 million dollars in the bank accounts targeted by the U.S. sanctions.
"What I think is concerning, or what troubles many people, is the question of how serious is the D.P.R.K. in following up in the six-party process."
Hill and Kim were both in Tokyo this week to attend a security conference at which all six nations from the nuclear talks were represented. Hill did not meet one-on-one with Kim, because, he says, the proper setting for
the two nations to meet is the six-party talks.
"Mr. Kim need not worry that we won't have the opportunity to talk. But what I didn't want to do is sit down in Tokyo with a delegation that is, in effect, boycotting the six-party process."
Hill added a country like North Korea should not be surprised to find its activities closely watched.
"You know, there will be an effort to kind of scrutinize the financial transactions of a country that's engaged - proudly engaged - in producing weapons of mass destruction. That's just kind of life in the big city."
Hill says he and the other countries are ready to return to the six-party talks at any time. He says he is willing to hold bilateral discussions on a wide range of topics with North Korea within the six-nation format.
