유엔 아태경제이사회, 실업률 높은 아시아국들 일시적 근로자 수출 권장 방안 검토 (영문기사 첨부)


유엔 아시아태평양 경제사회이사회는 실업률이 높은 아시아 국가들은 실업자들을 일시적으로 해외로 나가도록 권장하는 방안을 검토해야 할 것이라고 말했습니다.

위원회는 일시적인 근로자 수출이 각국 정부가 빈곤과 실업을 줄이기 위해 사용할 수 있는 한 가지 방법이라고 밝혔습니다.

그러나 이민단체들은 조직화된 근로자 수출은 노동문제 해결을 위한 장기적인 대책이 아니라고 말했습니다. 이들은 각국은 국내적으로 경제를 재구축하고 일자리를 창출해 일시적 이민이 영구적인 것이 되지 않도록 해야 한다고 밝혔습니다.

이들은 지난 1970년대에 임시조처로 노동수출이 시작된 이후 지금은 노동정책의 영구적인 요소가 된 필리핀의 사례를 지적했습니다.

A United Nations' agency says Asian countries with high unemployment should consider encouraging jobless people to work overseas on a temporary basis.

The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) says the temporary export of workers is one method governments can use to reduce poverty and unemployment.

But migrant organizations say the organized export of workers is not a long term solution to a country's labor problems. They say governments must restructure their economies and create jobs at home, so that temporary migration does not become permanent.

They cite the example of the Philippines, where labor exports began in the 1970s as a temporary measure, but are now a permanent feature of the country's labor policy.
