그러나 정상이 중국 민주주의의 미래와 중국 인민들의 보다 자유 향유를 위한 중국 정부의 노력에 관해 논의할지의 여부는 명확하지 않습니다. 중국의 민주주의 전망에 관해 중국 전문가들로부터 견해를 들어봤습니다.

정치 분석가들은 부쉬 미국 대통령이 이번 미중 정상회담을 통해 폭넓은 민주주의 개혁이 중국에 주는 유익들에 관해 얘기할수 있는 기회를 갖을 수 있을것이라고 말하고 있습니다. 워싱턴에 있는 보수성향의 민간 연구 단체인 미국 기업 연구소의 (AEI) 의 마잉 연구원은 부쉬 행정부가 이 문제에 대해 세심하게 접근해야만 한다고 지적합니다.

마잉 연구원은 중국의 민주주의에 대해 제기하는 것은 미국에는 껄끄러운 문제라면서 중국 정부의 만행에 대해 비난을 멈출 수 없고, 만약 중국 정부의 입장을 생각해 비난을 멈춘다면 중국의 민주화를 기대하는 다수의 사람들로부터 분노를 살 수 있기 때문이라고 지적했습니다.

마잉 연구원은 미국이 중국 정부의 민주주의 개혁 실행에 대해 일부 우려를 제기할 필요가 있다고 말합니다. 그 예로 민주주의불안정이 중국의 국가 안보와 경제 성장에 부정적인 영향을 미칠 수 있음을 제기하는 것이라고 그는 덧붙였습니다.

이들 전문가들은 또한 민주적인 정치 개혁이 보다 큰 경제 발전을 통해 중국 인민의 삶을 증진시킬 것이란 사실을 중국 일반 시민들에게 확신시키는 노력이 더욱 필요하다고 지적했습니다.

But it is unclear whether the two leaders will touch on the future of democracy in China and efforts by the Chinese government to allow greater freedom. VOA's Chris
Simkins reports on what some China specialists say about the prospects for democracy in the communist country.

NARRATOR: Political analysts say President Bush's meeting with Chinese President Hu Jintao at the White House could present Mr. Bush with an opportunity to talk about the benefits of greater democratic reforms in
China. Ying Ma, a research fellow at the American Enterprise Institute, says the Bush administration will have to walk a fine line.


"The problem is a little tricky for the United States. On the one hand it (The United States) cannot really stop condemning the brutality of the Chinese regime but on the other hand when it does so it may well end up making a
number of Chinese citizens angry and more resentful of the efforts to support democratization."

Ms. Ma says the U-S needs to address some of the concerns Beijing has about instituting democratic reforms. They include the destabilizing effects democratization could have on the country's security, resulting in less
economic growth. Perry Link, a professor of East Asian Studies at Princeton University, says he does see hope for democracy in China. But he says the transformation is unlikely with the current government structure.


"I don't believe that what we used to call, or some people did 10-years ago, reform within the system is the answer. I think the system in China is by now, I think the Chinese people on the whole know this, is a rickety, old, 19thcentury contraption that is outdated, and is not serving the interests of the nation in the 21st century. To use a radioactive phrase, regime change is the ultimate answer. How that is going to happen, I am not sure."

Other China specialists say the key to promoting democratization in China may lie with the emerging middle-class of professional lawyers, journalists, and human rights activists who are carefully working within the country's
authoritarian system for change. They also say more needs to done to convince ordinary Chinese that democratic political reforms will improve their lives through greater economic development. Chris Simkins VOA News
