러시아는 유엔의 만프레드 노박 고문 담당 조사관이 남부 체츠냐를 방문할 수 있도록 허용했습니다.
러시아 관리들이 그 같은 사실 진상 규명 임무를 띤 유엔 조사관의 러사아 방문을 허용한 것은 1994년 이후 처음입니다. 노박 조사관은 오는 9월이나 10월에 러시아를 방문할 것 같다고 말했습니다.
노박 조사관은 모스크바에 있는 수감소들을 방문한 뒤 체츠냐에서 ‘매우 심각한 고문과 학대’ 행위가 자행되고 있다는 주장들에 관한 조사를 위해 체츠냐도 방문할 계획입니다.

Russia has invited the United Nations investigator on torture to visit the country. It will allow Manfred Nowak to go to the restive southern republic of Chechnya.
It will be the first time Russian officials have allowed such a fact-finding mission since 1994.
Nowak says his visit will likely take place in September or October. He plans to visit detention centers in Moscow and Chechnya to investigate what he calls "very serious allegations of torture and ill-treatment."
Nowak says he will be able to go to any detention center he chooses and will be allowed to interview prisoners in private.
Russian troops and Muslim separatist rebels have been fighting in Chechnya for most of the last decade. There have been reports of torture and other atrocities from both sides of the conflict.
