President Gloria says she plans to lift a national state of emergency at the earliest possible time, and has ordered a review of the country's security situation.
Ms. Arroyo said today (Wednesday) that the defense and justice secretaries, and the national police chief, are to submit reports to her within 72 hours.
She said the emergency measures will be lifted once all three departments convince her the government is in control.
Justice Secretary Raul Gonzales, however, said today that he is not yet ready to recommend lifting the emergency laws because it is not clear whether there is still a security threat in the country.
Mrs. Arroyo declared a state of emergency last Friday in response to what she said was an attempt to overthrow her.
