부시 대통령은 이란이 비밀리에 핵무기 프로그램을 개발하고 있다고 말하고 있습니다. 그러나 이란은 민간 에너지 공급을 위해 우라늄 농축 활동을 하고 있다고 말하고 있습니다.

국제 원자력 기구 IAEA가 논란 많은 이란의 핵 프로그램을 유엔 안전 보장 이사회에 회부키로 한 가운데 부시 대통령은 국제 세계가 이란이 핵무기 개발을 하지 말아야 한다는데 단합된 목소리를 내고 있다고 말했습니다.

부시 대통령은 자유세계는 이란의 핵무기 보유를 용납하지 않을 것이란 분명한 메시지를 보내고 있다고 강조했습니다.

러시아와 중국 관리들은 이란에 대한 유엔 안보리의 제재를 피하기 위해 우라늄 농축을 러시아에서 시행하는 방안을 놓고 현재 테란에서 이란 관리들과 대화를 갖고 있습니다.

두 나라는 러시아내 우라늄 농축 방안이 핵 물질을 핵무기 개발에 전용하지 않을 것이란 이란의 주장을 보장해줄 것이라고 말하고 있습니다.

세 나라간의 회동은 국제 원자력 기구의 이란 핵 프로그램에 대한 최종 보고서 발표를 몇 일 앞두고 이뤄졌습니다.

부시 행정부는IAEA의 최종 보고서가 발표된 뒤에 이란 핵프로그램에 대한 차후 방안을 논의할 것이라며 판단을 유보하고 있습니다. 부시 대통령은 이란 정부의 호전적인 태도와 핵무기에 대한 야심은 국제사회에서 이란을 더욱 고립화 시킬것이라고 말했습니다.

부시 대통령은 이란은 소수의 교조적 엘리트들의 의해 볼모로 잡혀 있는 국가라고 지적하고 이란 정부는 국민을 억압하고 고립시키는 등 국민의 기본적 자유와 인권을 부정하고 있다고 말했습니다.

부시 대통령은 핵무기에 대한 야심과 테러리즘을 지원하고 있는 교조적 이란 정권의 억압 정책에 대항하기 위해 추가 자금이 필요하다며 의회에 7천 5백만달러를 요청했습니다.

부시 대통령은 테러의 최우선 지원국인 불투명한 사회가 세계에서 가장 위험한 무기를 보유하도록 허용해서는 안된다며 이란의 핵무기 야욕에 대한 대항차원에서 자유를 염원하는 이란 국민들의 투명한 민주주의 국가 건설을 미국이 지원해야 한다고 말했습니다.

부시 대통령은 이란 민주주의 촉진을 위한 미국의 추가 지원 자금은 중동에 책임있는 민주주의 정부를 수립하기 위한 확대 노력의 일환이라고 말했습니다.

부시 대통령은 이 7천 5백만달러의 추가 지원금이 대 이란 텔레비젼과 라디오 방송을 확대하고 이란 개혁가들과 반 체제 인사들, 그리고 인권 운동가들의 활동 지원을 위해 사용될 것이라고 말했습니다.

부시 대통령은 또 학생 교환 프로그램을 확대해 이란인들에게 자유세계의 삶에 대한 이해와 접근 기회를 더욱 늘릴 것이라고 덧붙였습니다.

한편 여론 조사 기관인 갤럽이 최근 미국인들을 대상으로 실시한 조사 결과 이란이 가장 싫어하는 나라 1위에 오른 것으로 나타났습니다.

전체 응답자 가운데 31 퍼센트가 적국으로 이란을 뽑았고 이라크와 북한이 각각 22 퍼센트와 15 퍼센트로 2, 3위를 차지했습니다.

가장 큰 우방국을 묻는 질문에는 캐나다가 1위에 올랐고 영국, 일본, 독일 등이 그 뒤를 이었습니다.

INTRO: President Bush says the international community will not allow Iran to develop nuclear weapons. VOA White House Correspondent Scott Stearns reports, the president is asking Congress for 75 million dollars to help bring about democratic change in Iran.

TEXT: President Bush says Iran is secretly developing a nuclear weapons program. Iran says its uranium enrichment activities are for the purpose of generating electricity.

With the dispute now referred to the U.N. Security Council, President Bush says the international community is united in ensuring that Iran does not develop nuclear weapons.

"The free world is sending the regime in Tehran a clear message. We are not going to allow Iran to have nuclear weapons."

Russian and Chinese officials are in Tehran for talks on a plan that could avert U.N. sanctions by having Russia enrich uranium for Iran so as to guarantee that none of that material is diverted for use in a nuclear weapon.

The meetings come days before the International Atomic Energy Agency finalizes a report on the country's nuclear program.

The Bush administration says it is withholding judgment on what to do next about Iran's nuclear program until it sees that report.

President Bush says what he calls Tehran's aggressive behavior and defiant ambition for nuclear weapons is further increasing its international isolation.

Because of what he says are Iran's nuclear ambitions and support for terrorism, Mr. Bush is asking Congress for 75 million dollars to help combat what he says are the repressive policies of a clerical regime.

So as we confront Iran's nuclear weapons ambitions, we are also reaching out to the Iranian people to support their desire to be free, to build a free, democratic and transparent society."

Mr. Bush says the four-fold increase in U.S. funding for pro-democracy forces in Iran is part of broader efforts to bring about accountable, democratic governance in the Middle East.

The president says Washington will use the 75 million dollars to increase radio and television broadcasts to the country while supporting reformers, dissidents, and human rights activists.

It will also fund more student exchanges which Mr. Bush says will build what he calls more bridges of understanding and expose more Iranians to life in a free society. (SIGNED)
