한국 제 1야당인 한나라당 의원들은 북한이 미국 달러화 위조지폐를 제조하고 있다는 미국의 비난을 지지하고 나섰습니다. 국회 청문회에서 이들 의원들은, 최근 증거물로 입수한 것이라고 설명하면서 북한의 미국 달러화 위폐 제조행위와 관련 한국 정부의 보다 강력한 조치를 촉구했습니다.
한나라당 소속, 김문수 의원은 23일 국회에서 100달러짜리 미화를 보이면서 이것이 북한에 의해 위조 제작된 가장 최근의 증거물이라고 말했습니다. 또한 한나라당의 김재원 의원은 23일 북한정부가 위조 달러를 대량 제작하고 있는 건물이라고 주장하면서 위성 촬영한 북한의 사진을 공개했습니다. 김재원 의원은, 사진속의 건물과 그 목적은 북한을 탈출한 여러명 고위급 탈북자들의 증언을 통해 알게 됐다고 말했습니다.
지난달 미국 재무부 관리들은 평양당국이 위조지폐 제작에 관여하고 있음을 보여주는 증거물을 제시하기 위해 서울을 방문했습니다. 그러나 한국 국정원 관리들은 이달초 국회에서 1998년이후 북한이 위폐 제작 행위를 하고 있다는 증거가 없다고 증언한바 있습니다.
노무현 한국 정부는 북한을 자극할수도 있는 행동을 꺼려하고 있습니다. 정부 관리들은 위조지폐 제조나 인권 같은 현안과 관련 공개적으로 북한과 대결해야 할 필요성보다는 남북한사이의 접촉을 증대하고 민족화해노력을 계속함으로써 얻어지는 장기적인 혜택이 더 중요하다고 말하고 있습니다.
그러나 이해찬 국무총리는 전날인 22일 국회의원들에게, 이 문제에 대해 한국정부가 완전히 침묵하지는 않고 있다고 강조했습니다. 한국 정부 관리들은 위조지폐 제조 사안과 관련해 미국과 계속 긴밀히협력해 나갈 것이라고 말하고 있습니다.
지난해 미국은, 위폐 제조및 그밖의 다른 불법 활동 혐의로 북한의 회사들에 대해 금융 제재조치를 가했습니다. 북한은, 미국이 그같은 제재조치를 철회할때까지 북핵 6자 회담에 복귀하지 않을 것이라고 말하고 있습니다. 미국측은, 위폐 문제는 핵문제와는 별개라고 말하고 있습니다. 이와 관련해 알렉산더 버시바우 주한 미 대사는 북한은 위조지폐 제조 행위를 중단했음을 주장하기 위해서는 , 예를 들어 인쇄기 동판같은 결정적인 증거를 제시해야 한다고 말했습니다.

INTRO: At least two lawmakers from South Korea's main opposition party are backing U.S. accusations that North Korea has recently counterfeited dollars. In a parliamentary hearing, they presented what they described as recently obtained evidence, and challenged the South Korean government to take stronger action on the issue. TEXT: Conservative South Korean lawmaker Kim Moon-soo held up a 100 dollar bill on the floor of Seoul's National Assembly Thursday - saying it is the latest evidence of counterfeiting by Pyongyang.
/// KIM MOON-SOO ACT IN KOREAN, EST., FADE /// Kim says human rights activists bought the fake note in the Chinese city of Dandong, from an employee of a North Korean trading firm. He says other fake bills can be bought for as little as 50 dollars. Another lawmaker, Kim Jae-won, released a satellite photo of Pyongyang Thursday, pointing out a building where he alleges the North Korean government does much of its counterfeit dollar printing.
Kim says the building and its purpose are known to a number of high-ranking North Korean defectors who have given him testimony. U.S. Treasury officials visited Seoul last month to share evidence that Washington says shows Pyongyang has been engaged in counterfeiting. However, South Korean intelligence officials told lawmakers early this month they have no evidence of North Korean counterfeiting activities after 1998. The South Korean government of President Roh Moo-hyun is reluctant to irritate the North.
Administration officials say the long-term benefits of reconciliation and increased contact between the Koreas outweigh the need to publicly confront Pyongyang on issues such as counterfeiting or human rights. However, South Korean Prime Minister Lee Hae-chan told lawmakers Wednesday Seoul has not been completely silent on the issue:

Last year, Washington imposed financial sanctions against North Korean companies over allegations of counterfeiting and other illegal activity. North Korea says it will not return to multinational talks aimed at ending its nuclear weapons programs until Washington drops those sanctions. U.S. officials say the counterfeiting issue is separate from the nuclear dispute.
Washington's ambassador to Seoul says North Korea should produce concrete evidence it has stopped counterfeiting - such as the plates from its printing presses. (Signed)
