“금융제재는 핵문제와 무관, 6자회담 조건없이 복귀해야"  - 라이스 국무장관 북한에 촉구 (영문기사 첨부)


미국의 콘돌리자 라이스 국무장관은 북한에 대해 북핵문제 해결을 위한 6자 회담에 무조건 참여할 것을 촉구했습니다. 라이스 미 국무장관은 16일 국회 하원 국제 관계 위원회 청문회에 참석해 미국은 6자 회담과는 전혀 무관한 금융 제재문제를 거론하는 북한측의 요구에 대해 양보하지 않을 것이라고 말했습니다. VOA국무부 출입기자가 보내온 자세한 소식입니다.

콘돌리자 라이스 미 국무장관은 이날 북한에 대해 6자 북핵 회담에 복귀할 것을 다시한번 촉구하는 한편 부시 행정부는 미화 위조 지폐 제조 혐의를 비롯한 북한의 불법 행위를 다스리기 위한 이른바 방어적 조치를 완화하지 않을 것이라고 말했습니다.

북한은 돈세탁및 위폐 제조를 위한 창구 혐의를 받고 있는 8개 북한 회사와 마카오 소재 은행에 대한 미국의 제재 조치를 거론하면서 중국이 주관하고 있는 6자 회담의 참석을 지난해 11월이래, 거부하고 있습니다.

북한은 그같은 혐의들을 부인하며, 미국의 금융 제재조치가 6자회담의 정신을 희석시키고 있다고 주장하고 있습니다.

라이스 장관은 이날 하원 국제 관계 위원회 청문회에서 미국은 6자 회담 주최국인 중국과, 한국, 러시아 , 일본등 다른 당사국들을 통해 회담 재개를 위한 외교적 압박을 가하고 있다고 말했습니다.

라이스 장관은 또, 회담은 아무 조건없이 재개되어야 하며, 북한이 언급하고 있는 회담 참석 거부 이유는 다른 당사국들에게 설득력이 없다고 말했습니다.

라이스 장관은 미국 달라화 위조지폐 제조등 북한의 불법 활동을 다스리기 위한 방어적 조치를 취하고 있으며 이는 북핵회담이 진행되든 안되든 추진되어야 하는 일이라면서, 누군가 미국의 화폐를 위조하려 한다면 그런 방어 조치를 취하는 것은 미국정부의 당연한 책임이라고 강조했습니다.

라이스 장관은 또 북한이 6자 회담에 복귀하지 않겠다는 이유가 다른나라들에게 전혀 설득력을 얻지 못하고 있다는 것이 자신의 생각이라고 말했습니다.북핵 6자 회담은 지난해 9월 북한이 안전 보장과 원조를 댓가로 핵무기를 포기한다는 원칙적 성명을 도출했습니다.

중국은 지난달 크리스토퍼 힐 미국측 6자 회담 수석 대표와 김계관 북한측 대표사이의 회담을 주선했습니다. 그러나 지난 2003년에 시작된 북핵 6자 회담 재개를 위한 분명한 돌파구는 마련되지 못했습니다.

Secretary of State Condoleezza Rice has again called on North Korea to return to the six-party talks on its nuclear program without conditions. She told a Congressional committee Thursday the United States will not yield to demands from Pyongyang that it drop unrelated economic sanctions. VOA's David Gollust reports from the State Department.


The Secretary of State has renewed her call on Pyongyang to return to the nuclear talks, while saying the Bush administration will not relent in what she terms defensive measures to deal with illicit North Korean activity including alleged counterfeiting of U.S. currency.

North Korea has refused to attend the Chinese-sponsored six-party negotiations since November, citing a U.S. move to sanction eight North Korean firms and a Macau-based bank alleged to be a front for money-laundering and counterfeiting by Pyongyang.

North Korea denies the charges and says the sanctions breached the spirit of the six-party talks.

In testimony to the House International Relations Committee, Secretary Rice said the United States is pressing diplomatically for a resumption of the talks though host China, and the other parties including South Korea, Russia and Japan.

She said the talks should resume without conditions and that North Korea's stated reason for boycotting the talks has not swayed the other participants:

The United States has been pursuing defensive measures to deal with illicit North Korean activities, for instance counterfeiting of our money, which we are going to have to pursue whether we are in six-party talks or not. It is simply the responsibility of the United States government to pursue these measures if someone is trying to counterfeit our currency. And I think actually the North Koreans are getting very little traction with the other states with the argument that that's the reason they won't go back to the six-party talks.

The six-party talks produced a statement of principles in September under which North Korean would give up nuclear weapons in return for aid and security guarantees.

China brokered a meeting in Beijing last month between the lead U.S. nuclear negotiator, Assistant Secretary of State Christopher Hill, and his North Korean counterpart Kim Gye Gwan.

But there was no apparent breakthrough toward reviving the six-party talks, which began in 2003.
