16일, 발표된 유엔 인권보고서는 테러리즘과의 전쟁은 국제법상의 무력충돌에 해당되지 않는다고 지적하고 미국 정부는 독립적인 법정에서 공정한 재판을 받을 수감자들의 권리를 침해하고 있다면서 이같이 촉구했습니다.
유엔 인권보고서는 다섯 명의 독립적인 조사관들이 이전의 수감자들과 그들의 변호인, 언론, 비정부기구 보고서 및 미국 정부의 기밀해제 문서 등을 토대로 작성한 것입니다.
미국 백악관의 스콧 맥클렐런 대변인은 유엔 보고서의 이 같은 촉구에 언급하면서 알-카이다와 연관된 수감자들은 허위 정보를 퍼뜨리도록 훈련된 위험한 테러리스트들이라고 논평했습니다.

A United Nations human rights report is calling on the United States to either bring to trial or release all detainees in its prison at Guantanamo Bay, Cuba.
The European Parliament (the European Union's legislative body) echoed the call later Thursday, passing a non-binding resolution calling on the U.S. to close the prison.
The U.N. report concludes that the U.S. government is violating detainees' rights to a fair trial by an independent tribunal.
Five independent investigators wrote the report for the U.N. Commission on Human Rights, based on interviews with former detainees and lawyers, media and N.G.O. (non-governmental organization) reports, and declassified U.S. government documents.
A White House spokesman (Scott McClellan) dismissed the report (today), saying al-Qaida-linked detainees are dangerous terrorists who are trained to disseminate false information. He also noted that the International Committee of the Red Cross has had full access to the prison.
