북한 – 일본 국교정상화 회담 합의점 도출 못한 채 폐막 (영문기사 첨부)

닷새간 진행된 북한과 일본 간의 이번 회의에서는 지난 1998년 일본상공을 넘어가는 북한의 첫 미사일 시험 발사이래 일본을 긴장케 한 북한의 핵활동과 함께 납북 일본인 문제가 중심이었습니다. 양국 협상 대표들은 자신들의 요구사항을 분명히 밝혔다면서 회담을 끝냈으나, 아무런 실질적인 진전도 거두지 못했다고 말했습니다.

하라구치 고이치 일본 협상 대사는 8일 3년만의 첫 북일 국교 정상화 회담을 끝내는 자리에서 일본측의 입장을 밝혔습니다.

하라구치 대사는 회담을 마치는 지금도 어떤 노력이 있어 왔는지, 또 언제 확실한 조치가 이루어질 지에 대한 의구심이 여전히 사라지지 않고 있다고 말했습니다. 하라구치 대사는 그러나 이번 회담이 오랜 냉기류관계였던 양국간의 첫번째 회담이라는 점을 감안할때, 서로간의 입장에 여전히 매우 큰 이견이 있다는 점을 이해해야 할 것이라고 덧붙였습니다.

일본은 냉전시대 북한 요원들에 의해 납치된 일본인 모두에 대한 자세한 설명을 바라고 있습니다.

북한은 13명의 일본인을 납치했다고 시인하고 그중 8명은 사망했다고 말하고 나머지 5명은 일본으로 돌려보냈습니다. 일본은 북한이 그들의 간첩 훈련 때문에 일본인들을 납치했을 것으로 믿고 있으며 이들의 생사 여부에 대한 구체적인 증거를 바라고 있습니다. 일본은 또, 북한과의 외교 관계 수립을 합의하기 전에 북한의 핵문제가 해결되기를 바라고 있습니다.

반면 북한은 20세기 초반, 일본의 한반도 강점에 대한 보상을 바라고 있습니다. 일본 관리들은 피랍 일본인 문제에 대한 일본의 질문에 북한이 답변하지 못하고 있는데 대해 유감스럽다고 말하고 있습니다. 일본은 또, 탈북자 지원 활동을 한 일본인들을 넘겨달라는 북한의 요구를 비난했습니다.

북한은 위조지폐 제조, 돈세탁, 그외 다른 불법 금융 활동 혐의들과 관련해 취해진 미국의 제재조치에 분노를 표하고 있습니다.

송일호 북한측 협상 대사는 8일 제재조치 해제를 위해 일본이 미국에 압력을 가할 것을 촉구했습니다.

송일호 대사는 북한은 회담에 복귀할 준비가 되어 있다고 말하고 하지만 이는 미국이 제제 조치를 해제 할때만이라고 강조했습니다. 송대사는 미국의 우방으로서 미국 관리들에게 제재조치를 해제하도록 압력을 가할 것을 요청했습니다.

미국 관리들은 송일호 대사의 이같은 발언에 즉각적인 언급을 하지 않았습니다.

일본과 북한측 협상 대표들은 양국간 국교 정상화에 관한 더 많은 논의를 위해 다시 만나기로 합의했지만 구체적인 날짜는 정하지 않았습니다.

INTRO: Japan and North Korea have wrapped up their latest round of talks on normalizing relations without an agreement on the emotional issue of Japanese nationals abducted by the North. VOA's Luis Ramirez reports from Beijing, where the negotiations concluded on Wednesday.

TEXT: The five-day talks centered on the kidnapping issue as well as North Korea's nuclear activities, which have made Tokyo nervous, especially since Pyongyang test-fired a missile over Japan in 1998.
Negotiators ended the talks saying they clarified their demands but made no progress on any substantive issues.

Japanese envoy Koichi Haraguchi spoke Wednesday at the end of the discussions - the first Japan-North Korea normalization talks in three years.

"Now, at the end of this meeting, there are still lingering doubts about what kind of efforts have been put in, and when concrete steps will be taken. But, when you consider that this is the first meeting between the two sides after such a long freeze in relations, we have come to an understanding of the fact that there are still very large differences between our positions."

Japan says it wants a full account of Japanese nationals abducted by North Korean agents during the Cold War. North Korea has admitted to kidnapping 13 Japanese. It has released five of them and says the other eight are dead. Japan wants proof of their fate and information on others it believes Pyongyang may have kidnapped in order to help train North Korean spies.

Tokyo also wants the Korean nuclear issue resolved before it agrees to establish diplomatic relations with Pyongyang. North Korea wants compensation for Japan's colonization of the Korean Peninsula in the first half of the 20th century.

Japanese officials called North Korea's failure to answer questions about the kidnappings "regrettable." Tokyo also condemned a request by North Korea for Japan to hand over Japanese nationals who work to help North Korean refugees.

The talks also failed to yield any agreement by North Korea to return to six-nation negotiations on its nuclear ambitions. North Korea in September agreed in principle to give up its nuclear programs but has refused to return to follow-up talks. Pyongyang has expressed anger over U.S. sanctions imposed over alleged North Korean counterfeiting, money laundering, and other crimes.

North Korean envoy Song Il Ho on Wednesday called on Japan to press the United States to lift the sanctions.

Song said North Korea is ready to return to talks but only if Washington lifts its sanctions. He urged Japan "as Washington's friend" to push U.S. officials to end their restrictions.
