Officials of the International Atomic Energy Agency (I.A.E.A.) meet for a second day today (Friday) to consider reporting Iran to the U.N. Security Council for possible sanctions.
I.A.E.A. head Mohamed ElBaradei said Thursday, at the start of the Vienna meetings, that the standoff over Iran's nuclear program is at a critical phase, but is not a crisis. The I.A.E.A. says it has documents provided by Iran that would only make sense in a weapons program. U.S. and European officials have accused Iran of seeking nuclear weapons.
The 35-nation I.A.E.A. board is discussing a European draft resolution that calls on the agency to report Tehran to the Security Council for possible sanctions. However, the draft says any Council action on Iran would be delayed until the next I.A.E.A. meeting in March - a concession to Russia and China. Iran says its nuclear program is for peaceful purposes, and has threatened to reduce its cooperation with the U.N. if it is reported to the Security Council.
