팔레스타인, 10년만에 첫 국회의원 선거 실시 (영문기사 첨부)

이번 선거는, 마무드 압바스 팔레스타인 자치정부 수반이 이끄는 파타당과 개혁변화당이란 이름으로 이번 선거에 참여한 회교 과격단체 하마스의 대결로 볼 수 있습니다.

현재 집권당인 파타당이 하마스를 근소한 차로 앞서고있는 것으로 나타났습니다. 하마스는 이스라엘을 파멸시키기 위해 싸우겠다고 천명한 바 있습니다.

동예루살렘 주민들을 포함해 백만명 이상의 팔레스타인 인들이 이번 선거에 참여할 수 있는 투표권을 갖고 있습니다. 예루살렘 구 도시 건너편의 우체국에서 방금 투표를 마친 한 팔레스타인 여성은, 긍정적인 반응을 보였습니다.

이 여성은, 이번에 하마스와 파타당 등 여러 다양한 목소리를 들을 수 있기 때문에, 팔레스타인의 장래는 매우 희망적이라고 말했습니다. 그리고 이들 모든 세력은 팔레스타인 인들에게 자유를 가져오기위해 노력하고 있다고, 이 여성은 말했습니다.

이번 선거에서 모든 유권자는 각각 두 표씩 행사할 수 있습니다. 팔레스타인 의회의 백32개 의석 가운데 절반은 지역구 대표로, 열여섯개 선거구에서 투표로 결정되며, 나머지 절반은 각 정당의 득표율에 따라, 비례대표로 선출됩니다. 새 의회에서 의석을 얻으려면, 각 정당은 적어도 2 퍼센트 이상의 득표율을 보여야하며, 이번 선거에 참여하는 열한개 정당중 여섯개 정당이 이를 달성할 것으로 예상되고 있습니다.

국제 선거 감시단원 3백여명이 팔레스타인 전역에 파견돼 선거과정을 면밀히 주시하고 있습니다. 덴마크 출신의 트린 막 씨는, 동 예루살렘 우체국의 경우, 투표가 질서있게 이뤄졌으나, 비공개 투표가 제대로 실시되지 않았다고 지적했습니다.

막 씨는, 우체국 직원들이 최근에야 이 곳이 투표소로 사용된다는 걸 알았다면서, 따라서 투표절차를 제대로 따르기가 어려웠던 것 같다고 말했습니다. 막 씨는, 투표자들이 다른 사람들이 보는 앞에서 투표해야하는 상황이 걱정스럽다고 말했습니다. 투표자들이 혼자 들어갈 수 있는 밀폐된 공간이 따로 마련되지 않아, 모든 이들이 보는 앞에서 투표해야 하는 실정이라고, 막 씨는 말했습니다.

팔레스타인 인들은25일 저녁까지, 천개소 이상의 투표소에서 투표권을 행사할 수 있습니다. 이번 총 선거에는, 728명의 후보들이 출마해, 비례대표 66개 의석과 지역구 66개 의석을 놓고 겨루고 있습니다. 조기 집계결과는 25일밤에 공개될 예정입니다.

Palestinians are voting in their first parliamentary elections in ten years to select a new 132-seat Legislative Council. VOA's Jim Teeple reports from Jerusalem, thousands of Palestinian police have been deployed to provide election security, but nearly all Palestinian factions have pledged not to disrupt the vote.

The elections are a contest between the ruling Fatah Party of Palestinian President, Mahmoud Abbas, and the Islamic militant organization, Hamas, which is running under the party name of Reform and Change.

Polls show the ruling Fatah Party with a slight lead over Hamas, which has sworn to destroy Israel.

More than one million Palestinians are eligible to vote, including residents of East Jerusalem, where this woman voted early Wednesday at a post office across from Jerusalem's Old City.

"I think there are many hopes for Palestinians because this time is very special because you have many voices, Hamas, Fatah, and all of them are like a group of parties to bring Palestinians to freedom."


Each voter can cast two ballots. Half of the seats in the Palestinian Legislative Council will be decided by votes for national party lists, and the other half by voting in 16 local district elections. Each of the parties competing has to get at least two-percent of the vote to gain a seat in the legislature and six of the 11 parties contesting are expected to do so.

More than 300 international observers are in place to monitor the vote and post-election developments. Observer, Trine Mach, from Denmark says voting in the East Jerusalem post office she was monitoring was orderly, but voters did not have much privacy to cast their ballots.

"I think the fact that the post office people only knew recently that it was going to be a polling station makes it hard to stick to the procedures the same way. The only thing that could be a bit worrying is that people have to vote in public. There are no small rooms where they can go with their voting lists. They have to do it in front of everyone."


Palestinians will have until early evening to cast their ballots at more than one-thousand polling stations. Seven-hundred-28 candidates are competing in districts and on party lists. Early results could be made public by late Wednesday night.
