미국, 조류독감 대처 위한 국제공여국 회의에서 가장 많은 공여금 약속 (영문기사 첨부)


미국은 18일 베이징에서 끝난 국제공여국 회의에서 조류독감에 대처하기 위한 세계적 노력에 그 어느 단일 국가보다 많은 3억 3천 4백만 달라의 공여를 다짐했습니다.

이번 이틀간의 베이징 국제 공여국 회의에선 조류 독감 H5N1 바이러스를 퇴치하고 전염을 예방하기위해 설정했던 당초의 목표액, 15억 달라를 크게 상회하는 근 20억 달라의 공여가 약속됐다고 관계자들이 밝혔습니다.

이 회의에 미국 대표단을 이끌고 참석한 낸시 파월 대사는 미국이 그 어느 공여국보다 많은 공여를 다짐했다고 밝히고, 이 공여금은 주로 동남 아시아 국가들 특히 인도네시아와 베트남, 캄보디아, 라오스에 배정될 것이라고 말했습니다.

“우리는 오늘 조류 및 인간 독감을 퇴치하기위한 세계적인 노력에 미국은 3억 3천 4백만 달라를 공여한다고 발표했습니다. 이 공여금은 쌍무적인 계획들과 기술 지원에 배정될것입니다.”

두번째로 많은 액수의 공여를 다짐한 측은 유럽 연합으로서1억 2천만 달라며, 이번 회의의 공동 주최국인 중국은 천만 달라를 다짐했습니다.

회의 주관측은 특히 빈곤한 국가들이 인간 전염병화할 가능성을 갖고있는 조류 독감에 대한 대비의 절박성이 갈수록 높아지고있다고 지적했습니다.

이달에 동 아시아 지역 이외에서는 처음으로 터키에서 4명의 조류 독감 사망자가 생겼으며, 이로 인해 2003년이래 조류 독감 사망자는 모두 약 80명에 이르게 됐습니다.

미국 관계관들은, 미국 정부의 공여 다짐분중 일부는 또한 터키와 아직 확정되지않은 몇몇 아프리카 국가들에게도 할애될 것이라고 말했습니다.

미국 대표들은 미국의 공여분이 쌍무적인 계획들에 배정될것이며, 이번 회의 주최국들이 제안한 대로 공동 신탁되지는 않을 것이라고 지적했습니다.

앞서, 중국의 원자바오 총리는 조류독감 대책기금에의 공여는 대체적으로 조건을 달지 않는 것이어야 한다고 촉구했습니다.

원 총리는 열광적인 공여를 촉구하고, 중국은 자국과 같은 원조 수혜국들에게 별도의 조건을 달지않는 “다자 원조 기금의 설치”를 지지한다고 말했습니다.

미국 관계관들은 쌍무 계획들이 수혜 국가 정부들 및 세계 보건 기구나 식량 농업 기구와 같은 국제 기구들과의 긴밀한 협의하에 수행되도록 확실히할 것이라고 말했습니다.

The United States has pledged 334-million dollars to global efforts to combat bird flu - the largest single pledge of any nation at a donor conference that ended in Beijing. VOA's Luis Ramirez reports from the Chinese capital.

Officials attending the two-day conference say pledges totaled nearly two-billion dollars, exceeding the initial target of one-point-two-billion to boost preparations to combat the H5N1 bird flu virus.

American delegation leader Ambassador Nancy Powell said the U.S. pledge will go mainly to Southeast Asian nations, especially Indonesia, Vietnam, Cambodia, and Laos.

"We announced our contribution today to the global effort against avian and human influenza of 334-million dollars. The bulk of that is going to go into bilateral programs and technical assistance."

The second largest donor is the European Union, which pledged 120-million dollars. China, as a conference co-host, pledged 10 million.

Organizers said the urgency for nations, especially poor ones, to prepare for a possible human pandemic is growing. Four fatalities in Turkey this month, the first outside of East Asia, brought the death toll to about 80 since 2003.

U.S. officials said some of Washington's contribution would also go to Turkey and some unspecified African countries.

Delegates said the U.S. pledge would fund bilateral programs and not go into a common trust, as proposed by the hosts of the donor conference.

Earlier, Chinese Premier Wen Jiabao called for the donations to the fund to be largely unconditional.

The Chinese leader called for enthusiastic donations and said China supports the establishment of a multi-lateral aid fund without extra conditions attached for nations, such as his own, that are aid recipients.

U.S. officials said they would ensure that bilateral programs are carried out in close consultation with the governments of recipient nations and international agencies such as the World Health Organization and the Food and Agriculture Organization.
