WHO, 개발도상국과 전세계적인 조류독감 확산방지 위한 자금 모금 (영문기사 첨부)

공식 확인된 조류독감 사망자수가 꾸준히 증가하고 있고 터키에서 이달 새로운 사망자가 보고된 가운데 국제 전문가들은 조류 독감의 확산 위험이 더욱 고조되고 있다고 말했습니다.

세계 보건 기구의 최고 전염병 전문가인 마가렛 챈 박사는 17일 베이징 회의에 참석한 대표들에게, 아시아지역 외에서도 발견되기 시작한 H5N1 바이러스와의 싸움에 있어 가장 중요한 문제는 시간이라고 말했습니다.

챈박사는 어느 한 나라가 안전하지 않으면 세계도 안전하지 않다는 사실을 반드시 이해해야 한다고 전제하고, 자연에 의한 전염성 인플루엔자는 전세계로 퍼져 나가게 된다면서 따라서 이에 보다 훌륭히 대처하기 위해서는 국제사회가 협력하는 것이 중요하다고 강조했습니다.

이번달 터키에서 4명의 조류 독감 사망자가 발생하면서, 지난 2003년이래 최소한 79명이 H5N1 조류 독감 바이러스로 인해 사망한 것으로 공식 확인됐습니다.

터키의 사례는 동아시아지역이 아닌 곳에서 보고된 최초의 인간 감염 사례였습니다.

중국 정부와 세계은행이 주관한 이틀간의 이번 회의는, 원조국들로부터 12억 달러의 기부금 증액을 목표로 하고 있습니다.

주최측은 기부금은 전염병이 발생한 개발 도상국들의 보건과 수의학 개선에 쓰여지게 될 것이라고 말하고 있습니다.

주최측은 또, 아직까지 조류 독감이 발생하지 않은 나라들에 대한 감시 활동도 강화되기를 바라고 있습니다.

챈 박사는 조류독감 치료제인 타미풀루 제조 회사인 스위스 제약회사 로슈사가 빈곤국들의 조류독감 확산 방지 노력을 돕기 위해 200만 이상의 치료분을 지원하기로 다짐했다고 말했습니다.

로슈사는 전에도 3백여만명을 치료하기에 충분한 치료약을 제공한 바 있습니다.

현재까지, 전부는 아니더라도 확인된 대부분의 H5N1 인간 감염사례가 동물과 인간간의 접촉으로 인한 것이었습니다.

보건 전문가들은 그러나, 바이러스가 새들사이에서 확산되고 더 많은 사람이 접촉하게 되면 H5N1 바이러스는 변이를 일으켜 인간에서 인간으로 쉽게 전염될 수 있을 것으로 우려하고 있습니다.

이번 회의를 주관한 중국은 조류 독감과의 싸움에서 주도적인 역할을 맡기 원하고 있습니다. 중국은 그러나 , H5N1 바이러스에 감염된 동물의 바이러스 표본을 WHO와 재빨리 공유하지 않은 것과 관련해 국제사회의 비난을 받아 왔습니다.

30여건의 가금류 감염 사례가 모두 중국에서 발견된 것입니다. 중국은 바이러스 표본을 공유하도록 국제 규정에 매여 있지 않습니다.

외국의 과학자들은 그러나 바이러스의 변이 과정을 추적하기 위해서는 표본을 공유하는게 필요하다고 말하고 있습니다.

국제 동물 보건 전문가들은, 중국 정부가 백신과 의약품 개발및, 더 많은 과학적 발견에 유용하게 이용될 수 있는 바이러스유형에 독점적으로 접근함으로써 얻어질 상업적 이익을 위해 일부 동물 표본을 늦게 건넨것을 비판해왔습니다.

중국은 그 같은 혐의를 부인하고 있습니다.

이와 관련해 세계 보건기구 관리들은 17일, 중국 정부가 며칠내 일부 표본의 공개를 준비중임을 시사했다고 말했습니다.

TEXT: With the confirmed number of deaths steadily rising and new fatalities reported in Turkey this month, experts say the risk of a bird flu pandemic is growing.

Margaret Chan, a top pandemic expert for the World Health Organization, told delegates at a meeting in Beijing Tuesday that time is of the essence in fighting the H5N1 virus, which is beginning to appear outside of Asia.

"We must understand that when one country is not safe, the world is not safe. Pandemic influenza by nature would go around the world. So it is important for us to work as an international community to get a better handle on the issue."

The two-day meeting, sponsored by the Chinese government and the World Bank, aims to raise one-point-two billion dollars from donor nations. Organizers say the money will fund improvements in health and veterinary services in developing countries where outbreaks have occurred. They also hope to boost surveillance in nations where the disease has yet to appear.

The United States is expected to announce its pledge on Wednesday.

Dr. Chan says the Swiss drug maker Roche pledged to donate two million more courses of its anti-flu drug Tamiflu to help poor countries prevent outbreaks of bird flu in humans. The company previously donated enough to treat three million people.

Most, if not all, confirmed human cases of H5N1 so far have involved animal-to-human infection. Health experts, however, fear that as the virus spreads among birds and as more people come in contact with it, H5N1 will mutate and become easily passable from human to human. That raises the potential for a global pandemic that could kill millions of people.

China, the host of the two-day meeting, wants to take a leading role in the fight against bird flu. However, Beijing has faced criticism over its failure to quickly share with the WHO virus samples from animals infected with H5N1. More than 30 outbreaks of the virus in poultry have been found in China.

China is not bound by international regulations to share virus samples. However, scientists outside China say it is necessary to have the samples to track mutations in the virus.

International animal health experts have accused the Chinese of being slow to hand over some animal samples to gain a commercial advantage from having exclusive access to forms of the virus - which can be used to develop vaccines and remedies or to further scientific findings. China denies the allegation.

World Health Organization officials on Tuesday said the Chinese government had indicated it waspreparing to release some samples in the coming days. (Signed)
