[전문가 견해] 지구 온난화 2006에도 계속되는가?


2005년은 지구가 가장 더웠던 한 해로 역사에 기록될 것입니다. 이는 지난 수 십년 동안 지구의 평균기온이 계속 상승해온 추세에 따른 것입니다. 북극해의 얼음은 1970년대 말 이래 40퍼센트나 줄어든 가운데 바닷물이 더워진 탓에 대서양에서 열대성저기압, 허리케인도 기록적으로 많이 발생한 것으로 지적되고 있습니다. 지구의 온난화는 2006년에도 계속되는가? 이 문제를 놓고 올해에도 전문가들의 논쟁은 계속될 것입니다. 지구온난화에 관한 전문가들의 논쟁을 들어봅니다.

지난 해 초에 지구의 기후변화에 관한 교토 의정서가 마침내 발효됐습니다. 그에 따라 선진공업국 서른 여덟 나라들은 지구온난화의 원인으로 지적되는 온실가스 배출량을 2012년까지 1990년의 배출 수준보다 5.2 퍼센트 줄이기로 약속하고 있습니다. 그러나 미국은 온실가스 배출량을 그만큼 줄이는 것은 미국 경제에 손실을 초래한다는 이유로 교토 의정서 이행을 거부했습니다.

교토 의정서는 중국이나 인도 같은 개발도상 국가들의 온실가스 배출은 규제하지 않고 있다는 것도 미국이 교토 의정서에서 탈퇴한 이유 가운데 하나입니다. 미국은 그대신 지난 해 캐나다 몬트리올에서 열린 기후변화협약 당사국 총회때 구속력없는 기후변화 협약 협상에는 동의했습니다.

이는 교토 협약이 만료되는 2012년 이후의 기후변화 정책문제를 논의하는데 많은 나라들이 합의한데 따른 것입니다. 미국의 죠지 부쉬 대통령 행정부는 지구온난화 방지를 위한 조치를 자율적으로 시행하는 것을 주장해왔고 미국의 기업들은 이를 오랫 동안 지지해 왔습니다. 그러나 미국 기업들은 이제 기후변화에 관한 정부의 명확하고 일관된 규제가 필요하다는 것을 인식하기 시작했다는 지적이 있습니다. 미국의 민간 환경연구단체인 세계자원연구소, W-R-I의 조나단 래쉬 연구원의 말을 들어봅니다.

“ 처음으로 많은 기업들이 그 동안 은밀히 얘기해오던 일을 공개적으로 말하고 있습니다. 기업들은 연방정부가 기후변화에 관한 규정을 만들어 주기를 바란다는 것입니다. 기업들은 장기적인 결정을 내리는데 있어서 장차 탄소배출 규제를 이행하는데 따른 비용이 얼나마 될 것인지 등을 알아야 하겠다고 말합니다. 그러나 나는 자율적인 협약으로는 이 같은 일들이 이루어질 수 없다고 생각합니다. 미국이 자율규제체제를 지속한다면 국내에서 1천4백 개의 새로운 석탄 화력발전소가 생겨날 것입니다. 그렇게 되는 시점에서 우리가 지구온난화 문제를 진지하게 받아들인다해도 소용이 없는 일입니다. 때가 너무 늦어지고 만다는 것입니다.”

조나단 래쉬 연구원은 선거 정치상황에 밀려 연방의회가 기후변화에 관한 어떤 조치를 만들수도 있을 것이라면서 그러나 가장 적극적인 조치는 주정부와 그 밖의 지방정부로부터 나올 것이라고 예측합니다.

“ 내가 보기엔 기후변화에 관한 규제조치를 취하기로 작정한 도시이 수가 194개에 달합니다. 또한 28개 주정부들이 기후문제에 관한 조치를 취하고 있습니다. 예를 들어 캘리포니아주는 지난 해 6월에 기후문제 관련 규제조치를 발효시켰습니다. 캘리포니아주는 오는 2050년까지 온실가스 배출량을 80퍼센트 감축시키는 목표를 세워놓은 것입니다.”

하지만 누구나 정부의 규제조치가 지구온난화 방지를 위한 효과적인 대응이라고 생각하는 것은 아닙니다. 제한된 정부를 주장하는 민간 공공정책 연구단체인 케이토 연구소의 패트릭 마이클스 연구원은 캘리포니아주의 점진적인 정책들이 지구의 기후변화 문제에 큰 영향을 미칠른지 의문시합니다.

“ 캘리포니아주는 그 주에서 필요로 하는 모든 기준을 만들 수는 있습니다. 캘리포니아주는2000년까지 전기자동차로 대체하는 것을 뜻하는 모든 자동차의 무공해화 하도록 의무화했었습니다. 그런데 단지 기술이 따르지 못했습니다. 무엇인가를 하겠다고 말한다고 해서 어떤 일이 이루어지는 것은 아닙니다.”

그러나 세계자원연구소의 조나단 래쉬 연구원은 태양 에너지, 풍력, 생물자원, 지열 발전 등 재생 에너지 자원활용이 장래의 또 다른 추세가 될 것이라고 말합니다. 전세계적으로 에너지 수요가 계속해서 증가함에 따라 이 같은 재생 에너지자원 활용이 재정적으로도 점점 더 관심을 끌고 있다는 것입니다.

“ 점점 더 많은 사람들이 미국내에서 석유와 천연가스 생산을 늘리는 것으로 가격과 에너지 안보문제가 해결되지 않는다는 결론에 도달하고 있습니다. 그런 가운데 재생 에너지자원은 재정적으로 기술적으로 가능한 선택이 되고 있습니다. 2006년은 아마도 재생 에너지자원 활용에 관한 해가 될 것으로 예측됩니다.”

패트릭 마이클 연구원은 재생 에너지자원은 해마다 되풀이되는 재탕일뿐이고 그것으로 기후변화 문제가 해결되지는 않는다고 주장합니다. 재생 에너지자원 활용으로는 공업국가에서 에너지 수요의 큰 부분을 충족시킬 수 없다는 것입니다. 패트릭 마이클 연구원은 그보다는 기술적인 개발을 주창합니다.

“ 미국에서 오늘 날 생산되는 제품과 제공되는 서비스에 소비되는 에너지는 35년전 에너지 소모량의 60퍼센트에 불과합니다. 말하자면 에너지 이용의 상대적 효율성이 엄청나게 증대됐다는 것입니다. 그리고 에너지 이용의 상대적 효율성 증대는 지구온난화 문제와는 아무런 상관없이 이루어진 것입니다. 사람들이 단지 효율적인 것을 원했기 때문에 이루어진 것이고 효율성은 돈을 절약하도록 해주기 때문이었습니다. 이 같은 추세는 계속될 것입니다. 지금으로부터 100년뒤의 기술은 오늘 날의 기술과 너무나도 다르고 너무나도 효율적이 돼 있을 것입니다. 그렇게 되는 길은 투자와 기술개발을 장려하는 것입니다.”

지구온난화라는 과제에 대한 대응이 정부의 조치이든 민간의 시장수요에 따른 것이든 2006년에는 산업분야에서뿐만 아니라 일반 시민의 차원에서도 새로운 친환경 제품이 꾸준히 등장하게 되고 대체연료 승용차와 트럭에서부터 개인주택의 보다 효율적인 냉난방 방식에 이르기까지 다양하게 나타날 것이라고 조나단 래쉬 연구원은 전망합니다.

The Kyoto Protocol on Climate Change went into effect early last year with a commitment from 38 industrialized nations that by the year 2012 they would reduce climate-warming greenhouse gas emissions more than 5 percent below their 1990 levels. The United States rejected the treaty because it says trying to achieve such emission reductions would harm the U.S. economy, and that the treaty fails to require emission reduction targets from major polluters in developing countries like China or India.

The U.S. did agree to non-binding climate talks after meeting last month in Montreal, Canada, where delegates from many countries had gathered to discuss the future of climate change policies after the Kyoto pact expires in 2012. The Bush Administration has favored a voluntary approach to addressing global warming, a position long favored by industry. Jonathan Lash with the World Resources Institute believes private companies are beginning to see the virtue of clear and consistent government rules for counteracting climate change.

"For the first time a number of companies (are) saying publicly what many of us have heard them say privately which is they would like for the federal government to define the rules. If people are making long-term decisions, they want to know what it is going to cost them to deal with carbon in the future. I don't think that voluntary agreements do that. If we go on with the voluntary there will be some 1400 new coal fired power plants built. At that point it doesn't matter that we get serious (over global warming), it is too late."

Mr. Lash says election politics may force some Congressional action on climate change. However, he expects the most aggressive initiatives to come from state and local governments.

"I believe the count of cities that have made climate commitments is now up to 194. Twenty-eight states have climate action plans. Governor Schwarzenegger last June announced a program for California. It puts California on a path toward 80 percent reductions by 2050 and makes commitments in the near-enough-term so that it will have some bearing not only on future governors, but on the decisions that are made now in California."

Not everyone believes such government mandates ensure an effective response to global warming. Patrick Michaels with the Cato Institute - a public policy group that promotes limited government - doubts that California's progressive policies will have a major impact on the global climate picture.

"California can issue all the standards it wants. California had a mandate to have all the vehicles on the road to be non-polluting, meaning electric vehicles by the year 2000. The technology simply wasn't there. Just because you say you are going to do something doesn't mean that you are going to do it. Interesting enough, the northeastern states that were entering into a much-vaunted compact have just seen two states defect, and the reason they said, 'No, we are not doing this,' is because this will cause us economic problems and it really doesn't do much about (global) warming. That seems to be the (political) wave of the future."

But another wave of the future, notes Jonathan Lash of the World Resources Institute, is renewable energy resources like solar, wind, biomass and geothermal. Mr. Lash believes renewables are becoming more financially attractive as the global demand for energy continues to grow.

"People are increasingly concluding that we simply are not going to solve problems of price and security through more drilling in the United States, and that renewables have become a financially and technically viable option. So, I suspect that 2006 is going to be the year of renewables."

"I don't think so. That is repetition of a prediction that has been made year after year."

Patrick Michaels with the Cato Institute.

"Renewables are not going to do it. They are not going to supply a major portion of the energy stream of any industrialized nation."

Instead, Mr. Michaels advocates a technological fix.

"We produce a constant dollar of goods and services in the United States now with only about 60 percent of the energy that we did 35 years ago. That is a remarkable increase in relative efficiency. That didn't happen because of global warming. It happened because people wanted to be efficient, because efficiency tends to save money. That is going to continue. I would argue that technology 100 years from now is liable to be so different and more efficient relative to today. I can't tell you what it is going to be, but the way to get there is to allow for investment and technological development."

Whether it's the government or the market guiding our response to the challenge of global warming, Jonathan Lash of the World Resources Institute expects 2006 will see a steady stream of new climate-friendly products, not only for industry, but also for private citizens, looking for everything from alternative-fuel cars and trucks to more energy-efficient ways to heat and cool their homes.
