인도, 해외거주 2천만 인도인들에게 이중국적 허용 (영문기사 첨부)


인도는 해외에 거주하는 2천만여 명의 인도인들에게 이중국적을 허용하는 새로운 계획을 시작했습니다. 만모한 싱 인도 총리는 7일 히데라바드에서 해외 거주 인도인들과의 연례회의중에 첫 해외 인도 시민권 카드를 수여했습니다.

새로운 지위는 평생 복수 입국사증을 허용하고, 인도인 이민자들의 부동산 매매에 대한 제한을 철폐하고 있습니다. 그러나 이들은 인도내에서 투표권과 피선거권이 없으며, 방위분야의 일에 취업할 수 없습니다.

이 같은 조치는 해외의 교육 및 전문직으로 재정적 혜택을 받고 있는 인도인들의 투자를 통해 경제를 부양하기 위한 것이라고 관리들이 밝혔습니다.

인도 정부는 또한 걸프지역 아랍 국가들에 거주하면서 시민권을 얻지 못하고 있는 300여만명의 비거주 인도인들에게 투표권을 부여하는 방안을 검토하고 있습니다.

India's prime minister has launched a new program that provides dual citizenship for an estimated 20-million people of Indian origin living abroad.

Prime Minister Manmohan Singh presented the first Overseas Citizenship of India cards in Hyderabad today (Saturday), during an annual conference of people of Indian origin who live abroad.

The new status allows lifetime multiple entry visas and lifts restrictions on the buying and selling of real estate by Indian immigrants. However, these individuals are not allowed to vote, run for political office or take defense service jobs in India.

Officials say the move is aimed at getting an economic boost through investment from Indians who are financially benefiting from educational and professional opportunities abroad.

The government also is considering granting voting rights to an estimated three million non-resident Indians living in Gulf Arab states who are not allowed to become naturalized citizens in those countries.
