북한-일본 정부간 협의 시작, 일본인 납치문제등 주요사안 논의 될 듯 (영문기사 첨부)


북한과 일본의 정부간 협의가 이틀 일정으로 24일 베이징에서 시작됐습니다. 일본은 이번 협의에서 일본인 납치 문제를 포함한 주요 사안들의 협의 구축을 위해 주력할 것으로 보입니다. 도쿄에서 VOA 특파원이 보내온 자세한 소식입니다.

북한과 일본의 국교 정상화 구축 노력은 최근 몇년 동안 별다른 진전을 이루지 못했습니다. 양국이 구체적 사안에 대해 협의한 마지막 시점은 3년전이었습니다.

이번 협의에 앞서 일본 관리들은 양국이 외교 정상화 논의를 재개 할 수 있는 전제조건은 협의 체계 구축에 대한 북한의 의지에 달려 있다고 말했습니다. 일본은 안보 문제와 냉전 시절 북한의 일본인 납치 문제를 포함한 몇 가지 시급한 현안을 논의 할 수 있는 별도의 협의 진행 방식을 북한측에 제시한 것으로 알려지고 있습니다.

일본의 아베 신조 관방장관은 일본은 납치된 일본인 생존자들의 송환과 납치 혐의자의 신병 인도를 북한측에 강력히 요구할 것이라고 말했습니다.

아베 신조 장관은 일본은 이번 협의에 진지하게 임할 것이라며 북한도 그러하길 바란다고 말했습니다. 아베 신조 장관은 그러나 일본은 납치 문제가 해결될때까지 양국간의 관계를 정상화할 수 없다고 거듭 강조했습니다.

전문가들은 일본이 주요 우려 사안들의 진전을 위해 북한이 오래 동안 바라고 있는 국교 정상화 문제를 보류 할 수 있는것으로 믿고 있다고 말하고 있습니다.

북한 정부는 납치에 관한 모든 구체적인 내용을 일본에 제공했다며 납북자 가운데 더 이상 생존자는 없다고 주장하고 있습니다. 북한은 또한 국교 정상화를 위해 일본은 과거 식민 통치에 대한 보상을 해야만 한다고 거듭 주장하고 있습니다.

북한과 일본의 이번 양자 협의는 북핵 관련 6자 회담 재개가 지연되고 있는가운데 별도로 열렸습니다. 북한은 미국의 적대정책때문에 6자 회담에 복귀 할 수 없다고 말하고 있습니다.

미국은 최근 북한 정부가 위조 지폐와 마약 밀매, 그리고 다른 불법 행위들에 관여한 혐의가 포착됐다며 금융 제재를 부과했습니다. 알렉산더 버슈바우 주한 미국대사는 최근 이와 관련해 북한을 범죄 정권이라고 지칭했습니다.

INTRO: Japan and North Korea are set to begin (have begun) two days of talks in Beijing. The Japanese will be pressing to establish dialogue on key issues, including North Korea's abduction of Japanese citizens. VOA's Steve Herman reports from Tokyo.

TEXT: Japan and North Korea have made little progress in recent years on establishing diplomatic relations. The last talks on that specific issue were held more than three years ago. Before this new round of talks, Japanese officials said a prerequisite to resuming discussion of normalized ties will be Pyongyang's willingness to set up standing panels on several urgent issues, including security matters, and the Cold War-era abductions of Japanese citizens by North Korean agents. Chief Cabinet Secretary Shinzo Abe says Japan will press hard for North Korea to return any surviving abductees, and to hand over to Tokyo anyone involved in the kidnappings.

Mr. Abe says that Japan will approach the talks sincerely, and he hopes North Korea has the same attitude. But he reiterates that Tokyo will not normalize relations with Pyongyang, until the abduction issue is resolved. Analysts say Japan believes it can hold out the prospect of formal diplomatic relations - something Pyongyang has long desired - to achieve progress on Tokyo's primary concerns.

North Korea has insisted it has provided full details on the abductions, and proof that no more Japanese who were kidnapped are still alive. Pyongyang has also repeatedly insisted that, for relations to be formalized, Tokyo must pay compensation to the communist state for Japan's 35-year colonization of the Korean peninsula. That lasted until 1945, when Japan surrendered to end the Second World War. As the bilateral talks begin, separate six-way discussions on North Korea's nuclear weapons programs are on hold.

Those talks, hosted by China, also include both Koreas, Japan, the United States and Russia. North Korea has said it will not resume participation in the six-way talks because of what it calls American hostility. The United States has recently imposed sanctions on North Korean entities allegedly involved in currency counterfeiting, drug trafficking and other illegal activities. The U.S. ambassador to South Korea recently called North Korea a "criminal regime." (Signed)
