일본, “북핵 원자로 사업 추진은 자살 행위”(영문기사 첨부)


일본은 북한이 여러 차례 발표한 핵 원자로 사업을 추진하는 것은 자살 행위가 될 것이라고 말했습니다. 중국은 그러나 북한 핵개발 계획 종식을 위한 6자 회담은 여전히 본궤도위에 올라 있다고 말하고 있습니다.

북한은 핵 에너지를 충당하기 위해 경수로 개발에 착수할 계획이라고 북한 관영 조선 중앙 통신이 20일 보도했습니다.

조선중앙통신은 또 핵무기 제조에 필요한 물질을 충분량 생산할 수 있을 것이라고 전문가들이 말하고 있는 두기의 흑연 감속로 가동을 재개하겠다는 위협을 되풀이 했습니다.

타니구치 토모히코 일본 외무성 대변인은 북한의 그 같은 행위는 북한 핵개발 계획에 관한 앞으로의 6자 회담들을 무의미하게 만들 것이라고 말했습니다. 중국이 주재하고 있는 북핵 6자 회담에는 남북한과 미국 일본, 러시아가 참여하고 있습니다.

북한이 그 같은 행동을 계속 추구하는 것은 자살 행위이며 6자 회담 전체를 훼손시키게 되리라는 것이라는 것입니다. 그러나 중국 외교부의 친강 대변인은 보다 자제된 반응을 보였습니다.

친 강 대변인은 중국은 모든 당사국들이 전에 한 약속을 충실히 준수하고, 6자 회담이 실질전인 진전을 거둘 수 있도록 최대한 노력해 주기를 바라고 있다면서 또한 중국은 모든 당사국들이 여전히 진전을 거두려는 의지가 있음을 믿는다고 강조했습니다.

북한은 지난 18일 이래, 위협의 수위를 계속 높이고 있습니다. 북한은 19일 핵 억지력을 증강할 것이라고 발표했습니다.

대북 에너지 지원및 경수로 제공을 위해 구성된 국제 콘소시움, 한반도 에너지 개발 기구( KEDO)는 북한이 자체 핵무기 개발 계획을 포기하는 댓가로 두기의 경수로를 북한에 제공키로 했던 앞서의 계획을 최근 취소했습니다. 현재 북한은 최소대신 보상을 원하고 있다고 말하고 있습니다.

북한의 한 라디오 방송은 20일, 노동 신문의 보도를 인용해, 미국이 북한에 대한 선제 군사 공격을 감행할 준비를 하고 있다는 종전의 주장을 되풀이했습니다.

조선 민주주의 인민 공화국은 어떠한 상황하에서도 미국의 전쟁 도발 움직임에 대처하기 위한 만반의 준비를 갖출 것이라는 것입니다.

가장 최근 개최됐던 6자 회담에서 북한은 경제 지원과 체제 보장을 댓가로 모든 자체 핵개발 계획을 폐기한다는데 원칙적으로 합의했습니다.

북한은 그러나 최근 여러 북한 회사들에 대한 미국의 경제 제재조치는 회담의 정신에 어긋나는 것이라며 불만을 제기하고 있습니다.

북한은 북한의 회사들이 대규모 미화 위조지폐 제조에 관련되어 있으며 국제적인 은행을 통해 돈세탁을 하고 있다는 미국의 주장을 부인하고 있습니다.

INTRO: Japan says it would be "suicidal" for North Korea to push ahead with several announced atomic reactor projects, but China says multi-party negotiations aimed at ending Pyongyang's nuclear weapons programs are still on track. VOA's Steve Herman reports from Tokyo.

TEXT: The official Korean Central News Agency said Tuesday that Pyongyang planned to start developing light water reactors for nuclear energy. The news service also repeated a threat to resume work on a pair of graphite-moderated reactors, which experts say would be able to produce a significant amount of material for atomic weapons.

Japanese Foreign Ministry spokesman Tomohiko Taniguchi says such moves would make pointless further six-party negotiations on the North's weapons programs, hosted by China and also involving the two Koreas, the United States, Japan and Russia.

"It is going to be suicidal for North Korea to pursue that course. This is going to undermine the whole rationale of six-party talks."

China's Foreign Ministry spokesman, Qin Gang, had a more subdued reaction in Beijing on Tuesday.

Mr. Qin (pron: CHIN) says China hopes all nations will adhere to previous promises and put their utmost efforts into having the talks make substantial progress. He says Beijing believes that all of the parties are still willing to make progress.

Pyongyang has been escalating its threats since Sunday. On Monday, it announced that it would accelerate its nuclear deterrent.

An international consortium recently canceled an earlier plan to give the communist state two light-water reactors in exchange for abandoning its nuclear weapons programs. North Korea now says it wants compensation for the cancellation.

North Korea's Voice of Korea radio, quoting the Rodon Sinmun newspaper on Tuesday, repeated a frequently made accusation that the United States is preparing to launch a pre-emptive military attack on the country.

At the last round of six-party talks, North Korea agreed in principle to dismantle all its nuclear programs in return for economic aid and security guarantees. But the government has recently complained that Washington's imposition of financial sanctions on several North Korean companies goes against the spirit of the talks.

Pyongyang denies U.S. accusations that the companies have engaged in counterfeiting large amounts of U.S. currency, and laundering money through international banks. (Signed)
