A Japanese panel studying imperial succession has decided to back a proposal to give the first-born child the right to ascend to the throne, regardless of gender.

The advisory body has been meeting since January on the succession issue, since a shortage of male heirs threatens to trigger a crisis unless the rules are changed.

Only male descendants of Japan's emperor can inherit the throne at present, but no boys have been born into the royal family for 40 years and Emperor Akihito's three grandchildren are girls.

Panel chairman Hiroyuki Furukawa says the panel will also propose that women be allowed to retain their royal status when they marry commoners.

The panel's recommendations are to be presented to Prime Minister Junichiro Koizumi on Thursday.
