Negotiators at a United Nations technology summit in Tunisia have adopted a plan under which the United States will continue to manage the domain-name system that guides traffic on the internet.
However, the accord -- adopted late Tuesday by delegates from more than 100 countries -- also establishes a new international forum to give other governments a stronger voice in internet policy issues.
Several nations, including China and Iran, had demanded that the United Nations be given control over the internet. But U.S. delegates argued that such a move would stifle innovation and increase the risk of censorship by undemocratic governments.
U.N. Secretary General Kofi Annan opened the summit (Wednesday) with a keynote address calling on wealthy nations to boost internet presence in Africa and Asia, to match the spread of mobile telephones and other wireless communications.
