APEC 연례정상회의 공식 일정 돌입 - 광범위한 의제 논의될 듯 (영문기사 첨부)

한국 부산에서 열리는 2005년 아시아 태평양 경제협력체 에이펙 연례 정상회의가 최종 고위관리 회의를 시작으로 지난 12일부터 공식 일정에 들어 갔습니다. 올해 회의에서는 조류 독감 유행 가능성과 에너지 가격, 부패와 테러 척결 노력 등 광범위한 주제들이 논의될 예정입니다.

그러나, 미국 정부 고위 관리로 이번 에이펙 회의 미국 대표단의 일원인 마이클 미칼락 씨는 에이펙이 경제 협력체 임을 강조하면서, 다음 달 홍콩에서 열리는 세계무역기구 WTO 각료 회의도 논의의 중심이 될 것이라고 전망했습니다.

부산 에이펙 정상회의의 가장 중요한 목표 가운데 하나는 에이펙 회의 직후에 홍콩에서 열리는 세계 무역기구 WTO 각료회담에서 논의될 도하 개발 아젠다와 WTO 무역 협상의 야심찬 계획들을 보존하고 거기에 일부 전기를 더할 수 있도록 에이펙 지도자들로 하여금 강력한 성명에 합의하도록 만들는 일이라고, 미칼락 씨는 지적했습니다.

오는 18일과 19일 이틀동안 열리는 정상회담으로 절정을 맞게 되는 이번 에이펙 정상회의를 위해 수 천명의 기업계 중역들과 무역 및 정부 당국자, 그리고 언론인들이 부산 시내에 있는 부산 전시 컨벤션 센터, 벡스코를 찾을 것으로 예상되고 있습니다.

미국의 조지 부쉬 대통령은 이번 에이펙 정상회담에서 중국의 후진타오 국가 주석을 비롯한 다른 세계 지도자들을 만나고, 이어지는 아시아 순방 중에 후 주석의 초청으로 베이징도 방문할 예정입니다.

이 곳 워싱턴에 있는 브루킹스 연구소의 제프리 베이더 연구원은 두 지도자가 논의할 것이 많다고 말합니다. 베이더 씨는 최근 평양을 방문했던 후 주석이 부쉬 대통령에게 북한 방문 결과를 설명하기를 원할 것이라고 말하면서, 후 주석은 북한의 태도에서 받은 느낌과 북한이 표명한 융통성 정도, 북한이 원하는 것, 그리고 북핵 위기의 진전과 궁극적으로 타협이 이루어질 가능성 등에 대해 부쉬 대통령에게 직접 설명할 것이라고 덧붙였습니다.

올해 에이펙 정상회의의 주제는 [하나의 공동체를 향한 변화와 도전]입니다. 그러나, 이번 행사를 후원하는 다수의 기업들에 의해 목격되듯이, 궁극적인 목표는 지유롭고 개방적인 경제 체제 내에서 보다 자유로운 무역이 될 것이 확실합니다.

Business and government leaders from 21 nations across Asia, Oceania and the Americas gather this week in South Korea for the annual Asia Pacific Economic Cooperation summit (APEC). As VOA's Rebecca Ward reports, they bring an ambitious agenda to the table.

APEC 2005 opens in the port city of Busan with a lot of ground to cover, including discussions on a potential bird flu pandemic, energy prices, anti-corruption and counter-terrorism efforts. But the United States Senior Official to APEC, Michael Michalak, stresses APEC is an economic grouping and discussions will also center on the upcoming World Trade Organization meeting in Hong Kong.

"One of the major purposes of the meeting in Busan is to get the APEC leaders to agree on a strong statement to try to add some momentum and preserve some of the ambition of the Doha development agenda and the WTO round which will be coming up for the ministerial meeting in Hong Kong just shortly after the APEC meeting."

The Bexco Convention Center in downtown Busan expects to host thousands of corporate executives, trade and government officials, as well as journalists for the APEC meetings - the highlight of which is the Economic Leaders Meeting on November 18th and 19th. President Bush will join Chinese President Hu Jintao and other world leaders for the summit, continuing a tour of Asia that will also take him to Beijing at Mr. Hu's invitation.

Jeffrey Bader of the Washington-based Brookings Institution says the two world leaders have a lot to talk about.

"President Hu just recently visited Pyongyang, this was a long delayed visit by President Hu. I think that President Hu will wish to brief President Bush on his meetings in Pyongyang, give him a sense of the North Korean attitude, what degree of flexibility he heard, what he thinks the North Koreans are looking for and whether progress and ultimately a deal is possible."

This year's APEC theme - billed as "Toward One Community according to its website - seems to strive toward greater. But the ultimate goal -- as witnessed by the number of corporate sponsors for the event -- is certainly freer trade within a network of freer and open economies.
