[전문가 견해] 北, 대결적인가? 협력적인가? (영문기사 첨부)


MC:많은 관측통들이, 비 정상적이고 때론 난폭하기도한 것으로 보고 있는 북한의 행위에도 불구하고, 미국등 여러 나라들은 평양의 공산 정권을 외교적으로 포용하려 노력하고 있습니다. 미국과 중국, 남한, 일본, 러시아는 현재, 북한의 독재자, 김정일 정부가 거친 말을 계속하고 있는 가운데서도, 북한 핵 무기 계획을 둘러싸고 북한과 협상을 진행하고 있습니다.

북한의 이와같은 거친 말의 최신 예는, 관영 방송이, 북한에서 인권이 존중되도록 촉진하려는 서방 국가들의 노력에 대해 “초 강경 노선”의 대응으로 위협한 것입니다. 이에 즈음해, 북한은 과연 대결적인가? 아니면 협력적인가를 심층적으로 살펴보겠습니다.

먼저, “불량 정권: 김정일과 기분나쁘게 다가오고있는 북한의 위협”이란 책을 저술한 재스퍼 베커 씨는 북한에서의 인권 존중은 김정일 통치에 대한 위협으로 여겨지고 있다고 지적합니다.

“김정일 가문은 스스로를 일종의 종교적 우상으로 확립해 놓았습니다. 그리고, 이같은 현상은, 소련과 그 동맹국들에서 공산주의가 무너지자 공포에 휩싸여 있고, 그래서 사회주의로부터의 후퇴란 조금도 절대로 있어서는 안된다고 고집하고 있는 김정일의 지도하에서 훨신 더 증폭되고 있습니다.

그 이유는, 그렇게 하지 않을 경우 자기 자신의 정권이 동독의 길을 걷게될 것으로 김정일이 두려워하고 있기 때문입니다. 따라서, 김정일은 경제적인 면에서나 인권 면에서 어떠한 양보도 있어서는 안된다고 극구 고집하고 있는 것입니다. 그리고, 김정일은 북한을 외부 세계와 차단시키고, 어떠한 반체제 목소리에도 철퇴를 가함으로써만 그 자신 계속 살아남을 수 있다고 생각하고 있습니다.”

MC: 북한은, 여전히 심각한 식량난에 처해 있음에도 불구하고, 2005년 말을 기해 더 이상 국제 식량 원조를 받지않겠다고 발표했습니다. 이에 대해, 독립적인 인권 주창 단체인 “프리덤 하우스”의 북한 담당 국장인 재구 씨는, 북한이 과거 냉전 시대의 경우처럼 호전적인 위협적 존재가 아니라는 것을 세계에 보여주려 안간힘을 쓰고 있는 남한으로부터의 식량 제공에 북한은 의존할 수 있다고 말합니다.

“북한 정권을 포용해 김정일에게 물질적인 안보감을 준다면, 인권을 포함해 모든 것에 우선 순위가 매겨질 수 있습니다. 그래서 제 생각엔, 이러한 정책이 북한의 행위을 잘못 읽은 것이고 이 특수한 정권을 잘못 읽은 것이기 때문에 그것은 어긋난 정책이라고 봅니다.”

MC: 곧 출간될 “현 세기의 대결:북한이 세계에 도전하다”란 책의 저자인 고든 창 씨는, 남한으로부터의 압력이 없이 북한은 핵 무기에 관한 작업을 하는 동안 미국 및 다른 나라들과의 회담을 질질 끌수가 있었다고 지적합니다.

“지금까지 미국은 북한을 무장 해제시키려 노력하는데 대단히 어려움을 겪고 있습니다. 그리고 우리가 기억해야할 한 가지는 이들 협상이 계속되고 있는 가운데 북한의 무기고는 더욱 더 커지고 그들의 미사일 사정 거리는 갈수록 더 늘어나고있다는 것입니다. 따라서, 이 문제는 중대한 것일 뿐만 아니라 긴급한 것이기도 합니다.”

MC:관측통들은, 북한 정권이 조만간에 바뀔 가능성은 거의 없다고 말하고 있습니다.

MC: Despite what many observers view as North Korea's erratic and often outrageous behavior, the United States and others continue to try to engage the communist regime in Pyongyang diplomatically. The U-S, China, South Korea, Japan, and Russia are negotiating with North Korea over its nuclear weapons program, while the government of dictator Kim Jong Il continues to talk tough.

Most recently, an official North Korean broadcast threatened an "ultra-hard line" response to efforts by Western countries to promote respect for human rights in North Korea. Jasper Becker is author of the book: "Rogue Regime: Kim Jong Il and the Looming Threat of North Korea." He says that respect for human rights is seen as a threat to the rule of Kim Jong Il:

"The Kim family established itself as a kind of religious cult. And this has grown even more exacerbated under the leadership of Kim Jong Il, who has been horrified, by the collapse of communism in the Soviet Union and its former allies, and has insisted there should be absolutely no retreat at all from Socialism.

Because otherwise, he fears that his own regime would go the way of East Germany. And so he's been absolutely insistent that there should be no concessions, either on the economic front or on the human rights front. And he feels that he can only survive and continue to survive by shutting the country off from the outside world, and cracking down on any kind of dissent."

MC: North Korea has announced it will no longer accept international food aid as of the end of 2005, though the country faces serious ongoing food shortages. Jae Ku is director of North Korea Programs for Freedom House, an independent human rights advocacy group. He says North Korea can rely on food shipments from South Korea, which has been trying to show the world that North Korea is not the belligerent Cold War threat of the past:


"If you engage the regime and give Kim Jong Il a sense of physical security, then all things can be then prioritized, including human rights. And I think that's a misplaced policy because I think it's a misreading of North Korea's behavior and a misreading of this particular regime."

MC: Gordon Chang is author of the forthcoming book "Showdown of the Century: North Korea takes on the World. He says that without pressure from South Korea, the North has been able to drag out talks with the U-S and other countries while working on nuclear weapons:

"So far it's been very difficult for the United States to try to get North Korea to disarm. And the one thing we have to remember is, as these negotiations continue, the North Koreans' arsenal gets bigger and bigger, and their missiles have longer and longer reach. So, it's an urgent issue as well as a critical one."

MC: Observers say that there is little likelihood of a change in the North Korean regime any time soon.
