North Korea is standing by a demand for U.S. concessions in return for shutting down its plutonium-producing nuclear reactor, saying Pyongyang will not budge unless Washington acts first.
North Korea has been insisting the United States must lift sanctions imposed last month on eight corporations controlled by Pyongyang. Washington has refused to link the Treasury Department's sanctions to the multinational effort to get North Korea to dismantle its nuclear-weapons program.
Pyongyang's envoy to the nuclear talks in Beijing (Vice Foreign Minister Kim Gye Gwan) repeated his country's stand today (Saturday) as he prepared to return home from Beijing.
The latest round of disarmament talks recessed (Friday) in the Chinese capital with no indication of progress. A joint statement said negotiators would meet again "at the earliest possible date" -- most likely in December.
The latest round of talks, which began Wednesday, also included South Korea, Russia, Japan and China.
