<strong>[TV리포트] </strong>유엔안보리, 레바논 전 총리 암살 유엔 조사 관련 시리아 요청 채택 (영문기사+비디오 첨부)


유엔 안전보장이사회는 지난 31일 시리아가 라피크 하리리 전 레바논 총리 암살에 대한 유엔의 조사에 협력하도록 요구하는 결의안을 만장일치로 채택했습니다.

안보리 전체회의가 대 시리아 결의안을 채택하기에 앞서 프랑스와 영국, 미국은 시리아가 유엔의 조사에 협력하지 않을 경우 경제제재를 가하겠다고 직접적으로 위협하는 내용을 결의안에서 제외하기로 합의했습니다. 이로써 다른 상임이사국들인 러시아와 중국도 결의안을 지지하게 됐습니다.

미네아 론 모톡 안보리 의장은 결의안에 찬성하는 사람들은 손을 들어줄 것을 요청했습니다. 잭 스트로 영국 외무장관은 안보리는 이번 결의안을 통해 인내에 한계가 있다는 것을 시리아에 주지시키고 있다고 말했습니다.

"지난 2월14일 발생한 라피크 하리리 전 총리 암살은 레바논 국민과 국제사회 모두에게 매우 충격적인 일이었습니다. 이 사건은 정치적 어려움을 중세의 관행인 정치적 암살을 통해 해결하려는 사람이나 국가가 여전히 있음을 보여주는 것 같습니다. 그런 행위를 묵과한다면 유엔은 심각하고 중대하게 훼손될 것이므로 이 만장일치의 결정은 매우 중요합니다."

결의안은 시리아 정부에 대해 유엔 조사관들이 용의자로 간주하는 사람들은 모두 구금하고 이들에 대한 심문 장소와 조건은 조사관들이 결정하도록 요구하고 있습니다.

하리리 전 총리는 시리아의 레바논 내 우월적 지위에 대한 비판론자였습니다. 하리리씨가 암살된 뒤 국제사회의 비판의 목소리가 커지면서 레바논 내 시리아군은 철수했습니다. 콘도리사 라이스 미국 국무장관은 이번 결의안 채택과 관련해 협력을 증진할지 여부는 시리아 정부가 결정할 일이라고 말했습니다.

결의안은 또 유엔 조사위원회가 용의자로 지목한 사람들에 대한 자산동결과 여행금지를 촉구하고 있습니다. 이는 바샤르 아사드 시리아 대통령과 아세프 쇼카트 군 정보부장에게 문제가 될 수 있습니다. 두 사람은 유엔 조사관들의 면담 요청을 거부했습니다.

이번 결의안 채택에 맞서 파루크 알-샤라 시리아 외무장관은 시리아는 유엔의 조사에 전적으로 협조했다고 주장했습니다. 샤라 장관은 시리아와 레바논의 고위 보안 관계자들이 하리리 총리 암살에 간여했다는 주장을 부인하면서, 만일 그런 주장이 사실이라면 이는 9/11 테러에 미국 관리가, 마드리드 열차 폭발사건에 스페인 관리가, 그리고 런던 지하철 테러에 영국의 관리가 개입했다는 주장과 마찬가지라는 암시를 했습니다.

"샤라 장관의 연설은 하리리 전 총리에게 일어난 일과 9/11 테러에 대한 미국 정부의 입장을 가장 기괴하게 연결하는 장광설이었습니다. 샤란 장관은 이상한 연설이 있었다고 한 적이 있는데 그의 연설이야 말로 정말 이상한 것이었습니다."

하리리 전 총리의 암살을 조사하는 유엔 위원회의 활동시한은 오는 12월 15일까지 입니다.

Moments before the full Security Council adopted U-N resolution 1636, France, the United Kingdom and the United States agreed to drop a direct threat of economic sanctions against Syria if it fails to cooperate with the
investigation into the assassination of former Lebanese Prime Minister Rafik Hariri.

That opened the way for Russia and China, the two remaining permanent Security Council members, to support the resolution.

NARRATOR: British foreign Secretary Jack Straw said the Security Council is putting Syria on notice that patience has limits.

"The assassination of former Prime Minister Rafik Hariri on the 14th of February was profoundly shocking to the people of Lebanon and to the whole of the international community. Because it seemed to suggest that there were people, maybe countries, who were ready to resolve political difficulties by resort to the medieval practice of political assassination. And this United Nations would be seriously and significantly undermined if we were to turn a blind eye to such activities. Which is why this unanimous decision today is so important.

The resolution requires Syria to detain anyone the UN investigators consider a suspect and let investigators determine the location and conditions under which the individual would be questioned.

Former Prime Minister Hariri was a critic of Syrian domination of Lebanon. After his murder, an international outcry led to the withdrawal of Syrian troops from Lebanon. U-S Secretary of State Condoleezza Rice says it is up
to Syria to increase its cooperation.

"With our decision today, we show that Syria has isolated itself from the international community. Through its false statements, its support for terrorism, its interference in the affairs of its neighbors and its destabilizing
behavior in the Middle East. Now the Syrian government needs to make a strategic decision to fundamentally change its behavior.

NARRATOR:
The resolution also freezes the assets of and imposes a travel ban on, anyone identified as a suspect by the commission. That could pose a problem for Syrian President Bashar Assad and Assef Shawkat, the chief of
military intelligence. Both refused a request from U-N investigators to be interviewed.

Responding to the vote, Syrian Foreign Minister Farouk al-Sharaa, insisted that Syria had cooperated fully with the U-N investigation.

He denied that high-ranking Syrian and Lebanese security officials were involved in the assassination, insinuating if that were the case then American officials were involved in 9/11, Spanish officials were involved in the
Madrid train bombings, and British officials were involved in the London Underground bombings.

His denials and accusations confirmed for Security Council Members the necessity for the resolution.

"It was a tirade that made the most bizarre connection of what happened to Rafik Hariri with somehow the U-S government position on 9/11. At one point, Dr, Sharaa said that there had been a kind of strange presentation; well this was truly a strange presentation."
