마카우, 북한 돈세탁 관련 美정부 발표후 돈세탁 방지법 고려 (영문기사 첨부) 


마카우의 한 은행이 북한을 위해 돈세탁을 하고 있다는 미국 정부의 발표가 나온뒤 마카우 당국은 이 문제에 대처하기로 했다고 미 재무부의 한 고위 관리가 말했습니다.

미국 재무부는 지난달 마카우에 소재한 델타아시아은행을 국제 돈세탁 감시대상에 포함시켰습니다. 미국 정부 관리들은 이 은행이 지난 20년 동안 북한에 비정규적인 금융서비스를 제공해 왔다고 말했습니다.

이 은행 간부들은 북한 관리들로 부터 위조 달러를 포함한 많은 액수의 현금을 예치한 뒤 이를 유통시켰습니다. 델타아시아은행은 이같은 주장을 부인하고 있지만 이 은행이 문을 닫을 것을 우려한 고객들은 은행 자본의 거의 10%를 인출했습니다.

마카우 정부는 현재 이 문제가 마카우 금융분야 전체로 번지는 것을 막기 위해 이 은행을 관리하고 있습니다.

금융범죄 및 여타 테러 관련 행위를 밝혀내는 일을 책임지고 있는 스튜어트 레비 미 재무차관은 마카우 당국이 이번 일을 심각하게 받아들이고 있다고 말했습니다.

레비 차관은 마카우로부터 홍콩으로 돌아온 직후 행한 연설에서 델타아시아은행에 대한 제재 해제 요건을 밝히기를 거부했습니다. 레비 차관은 그러나 돈세탁 방지법을 시행하려는 마카우 당국의 움직임은 긍정적인 사태진전이라고 말했습니다.

레비 차관은 마카우 금융체제의 성격과 그 곳에서 발생하는 거래 규모를 고려할 때 이 법의 시행이 절대로 필요하다고 말했습니다.

레비 차관은 일주일 일정으로 아시아 지역을 순방하면서 돈세탁 방지와 테러분자들의 자금망 등을 점검하고 있습니다. 레비 차관은 다음 방문지인 중국 베이징에서 북한이 불법 금융절차를 이용해 대량살상무기 조립을 뒷받침하고 있다는 미국의 우려를 전달할 것이라고 말했습니다. 레비 차관은 무기 확산을 뒷받침하는 금융거래망을 찾아내 이를 분쇄하는 것이 최우선 과제라고 말했습니다.

레비 차관은 테러와 마찬가지로 위조달라의 확산도 그 기저에는 금융망이 있다면서, 이번 방문을 통해 세계가 이런 문제에 대해 공통의 인식을 갖고 대처하게 되기 바란다고 말했습니다.

미국 재무부는 지난주 8개 북한 기업이 대량살상무기 확산을 지원하고 있다면서 이들의 미국 내 자산을 동결했습니다.

A senior American Treasury Department official says Macau has pledged to combat money-laundering, after the United States charged a bank in the former Portuguese colony was working on behalf of North Korea. Claudia Blume reports for VOA from Hong Kong.

Last month, the U.S. Treasury Department put Macau's Banco Delta Asia on an international money-laundering blacklist. Officials in Washington said the bank has been providing irregular financial services for North Korea for the past 20 years.

Bank executives allegedly accepted large cash deposits including counterfeit U.S. dollars from North Korean officials, and put the money into circulation.

Banco Delta Asia denied the allegations but customers, fearing a collapse soon, withdrew 10 percent of the bank's capital. The government of Macau -- the former Portuguese colony that was returned to Chinese control in 1999 -- is now administering the bank, to prevent the scandal from spreading through the city's financial sector.

U.S. Treasury Under Secretary Stuart Levey, who is charged with uncovering financial crimes and other acts related to terrorism, says authorities in Macau are taking the matter seriously.

Speaking in Hong Kong Wednesday just after he returned from Macau, Mr. Levey declined to say what would persuade the United States to lift its sanction against Banco Delta Asia, but he said Macau's move to enact an anti-money-laundering law is an encouraging development.

"Putting that law into place is absolutely essential considering the nature of their financial system and the amount of commerce that occurs in Macau."

Mr. Levey is on a week-long trip through Asia, surveying the region's moves to curb money laundering and terrorists' financial networks.

At his next stop, Beijing, Mr. Levey says he will relay the United States' concern that North Korea uses illicit financial procedures to support its efforts to assemble weapons of mass destruction. The Treasury Department official says finding and disrupting the financial networks that support weapons proliferation is a top priority.

"There is a financial network that underlies proliferation, just as there is for terrorism. What I am hoping for is, what this trip will catalyze is that this is something the world will look at in the same way."

Last week, the U.S. Treasury Department accused eight North Korean companies of supporting the proliferation of weapons of mass destruction, and ordered their assets frozen in the United States.
