한국은 제 5차 북핵 6자회담이 열리기 앞서 북한이 핵무기 계획을 모두 공개해야 한다고 밝혔습니다. 좀 더 자세한 소식입니다.

지난달 9월 제 4차 북핵 6자회담에서 북한은 경제 원조와 안보 보장을 댓가로 모든 핵무기 계획을 포기한다는 원칙에 합의했습니다.
한국의 반기문 외교 통상부 장관은 20일 서울에 있는 외신기자 클럽에서 국내외 보도진과 외교사절등을 대상으로 한 오찬 간담회 연설에서 이제는 북한이 자체 핵 계획의 내용을 정확히 공개해야 할 때라고 말했습니다.
반 장관은 또한 한국과 일본, 미국, 러시아 그리고 중국은 북한에 제공할 준비로 있는, 경제적 원조계획의 구체적인 내역을 제시해야 할것이라고 말했습니다.
북핵 6자 회담 참가국들간의 차기회담은 다음달, 11월에 개최되기로, 잠정 예정되어 있습니다. 반 기문장관은 9월의 4차 6자회담에서 도출된 합의를 이행하는 방안에 관해 관련국들의 합의가 필요하다고 밝혔습니다.
반 장관은 4차회담 폐막에 뒤이어, 북한이 평화적 목적의 경수로를 미국이 제공할 때까지 핵무기를 폐기하지 않을 것이라고 전격 발표한데 대해 유감을 표명했습니다. 이는, 북한이 공약을 일단 준수한 연후에야 논의될수 있는 성격의 문제라고 반장관은 말했습니다.
반기문 장관의 이같은 발언은 미국의 도널드 럼스펠드 국방장관이 한미 군사동맹 현황을 시찰하기 위해 서울에 도착하기 몇시간 앞서 나왔습니다. 한국과 미국사이의 군사동맹은 대체로 북한측의 재남침으로부터 한국을 방어하기 위한 목적을 띄고 있습니다.

South Korea says the North Korean government must disclose the full extent of its nuclear-weapons programs before the next round of talks about its nuclear disarmament takes places. Claudia Blume reports from our Asia News Center in Hong Kong.
TEXT: At the last round of six-country talks on North Korea's nuclear disarmament, Pyongyang agreed in principle to give up all nuclear-weapons programs in return for economic aid and security guarantees.
Speaking at Seoul's Foreign Correspondents' Club, South Korean Foreign Minister Ban Ki-Moon said it is time for the North to disclose exactly what those nuclear programs entail.

Mr. Ban also said that South Korea, Japan, the United States, Russia, and China must provide a detailed plan of the economic assistance they are prepared to give to the North.
The six nations are tentatively expected to return to the negotiating table next month. Mr. Ban said the talks needed to reach consensus on how to implement the agreements reached at the last round of talks, in September.
He expressed regret at the North's surprise comment after those talks, that it would not dismantle its nuclear arsenal until the United States supplied it with a light-water nuclear reactor for peaceful power generation. He said that was a matter to be discussed after Pyongyang had lived up to the commitments it has made.

"North Korea should abandon all nuclear programs, rejoin the nuclear Non-Proliferation-Treaty, and accept IAEA inspection. And we believe, in the course of that process, there will naturally come a right moment to discuss the light-water issue."

The foreign minister's comments were made before the arrival of Defense Secretary Donald Rumsfeld, who is in Seoul to review the U.S.-South Korean military alliance. That alliance is aimed in large part at protecting South Korea against another invasion by the North.
