세계 식량농업기구 창설 60주년 - 기아근절 위한 노력 재다짐 (영문기사 첨부)


유엔 식량 농업 기구, FAO가 올해로 창설 60주년을 맞았습니다. FAO는 최근 로마에 있는 본부에서 세계 각국 정상들이 참석한 가운데 “전세계적인 기아와의 전쟁을 위한 보다 확대된 국제적인 의지”라는 주제로 60주년 기념식을 갖고 기아 근절을 위한 결의를 재확인 했습니다.

유엔 식량농업 기구의 자크 디우프 사무총장은 60주년 기념식 개막 연설에서 FAO가 60년 전에 기아로부터 인류를 해방시키기 위해 창설됐다고 말했습니다. 디우프 사무총장은 FAO의 현재의 주요 임무는 기아와 영양 부족이라는 두 개의 재앙을 지상에서 제거한다는 창설 당시의 목표에서 조금도 물러서지 않았다고 말했습니다.

디우프 사무총장은 FAO가 기구 창설 이래로 세 배로 증가한 세계 인구의 식량요구를 충당하기 위해서 식량 생산 증대에 적극적인 역할을 담당해 왔다고 말했습니다. 디오프 사무총장은 1960년 이래로 영양 부족에 시달리는 세계 인구 비율이 35퍼센트에서 13퍼센트로 떨어졌다고 말했습니다.

하지만 이러한 FAO의 성과에도 불구하고 현재 식량사정은 기구 창설자들의 기대치에 미치지 못하고 있다고 디오프 사무총장은 지적했습니다. 디오프 사무총장은 전세계에서 8억 5천 2백 만 명에 달하는 사람들이 여전히 굶주림에 시달리고 있다면서 FAO는 기아 근절을 목표로 더욱 효율적으로 활동해야 한다고 다짐했습니다.

디오프 사무총장은 또한 전 세계에 파견되어 있는 FAO의 사무소들을 개편하고 간소화하기 위한 개혁안을 발표했습니다. 기념식에 참석한 각국 정상들은 부유한 나라들에 대해서 기아 문제를 자국의 정치 현안으로 삼도록 촉구했습니다.

다실바 대통령은 그러나 아직도 많은 미결문제들이 남아 있다면서 수상 소감을 밝혔습니다. 다실바 대통령은 기아가 여전히 많은 사람들을 사망에 이르게 만들고 있다고 말했습니다. 또한 기아가 인명 손실을 초래하지 않더라도, 각종 질병을 유발하거나 어린이와 남성, 여성들의 신체 발달을 지속적으로 위협한다고 다실바 대통령은 설명했습니다.

TEXT: In opening remarks, FAO Director-General Jacques Diouf said the U.N. Food and Agriculture Organization, was established 60-years ago to free humanity from hunger. The agency's essential tasks, he said, remain the same as when it was founded: to rid the world of what he called the "twin scourges" of hunger and malnutrition. Mr. Diouf said, the FAO has played an active role in increasing food production to meet the needs of a global population that has tripled since the agency was founded.

/// ACT DIOUF, SPANISH FADE UNDER /// Mr. Diouf says, since 1960, the proportion of the world's population that is undernourished has fallen from 35-percent to 13-percent. But, he said, despite this achievement the FAO has fallen short of its founders' expectations.

Heads of state present for the celebration urged wealthy countries to put hunger on their political agendas. Botswana President Festus Mogae said poverty and hunger continue to escalate, despite great strides in science and technology, and he said lack of commitment from wealthy nations, in particular, was to blame.

Brazilian President Luis Ignacio Lula da Silva was awarded FAO's Agricola Medal during the ceremony. The FAO director general said the Zero Hunger Program in his country has freed millions of Brazilians from hunger. But, he said much remains to be done.

When it does not kill, it provokes diseases or compromises forever the development of children, women, and men. He said, in a world of technological advance and abundance, it is scandalous and unacceptable that hunger is still present in the life of millions in so many countries.

The most controversial presence at the FAO ceremony was Zimbabwe President Robert Mugabe. He defended the land reform program that his government embarked on five-years ago as redressing the past gross imbalances in land ownership, which were institutionalized by British colonialism. Critics say his land program has caused a sharp decline in agricultural production and increased hunger in Zimbabwe. (SIGNED)
