“ 조류독감 바이러스 사람에게 감염 가능한 형태로 변형될 가능성에 대비해야” - 유엔/미국 보건 관계자들 (영문기사 첨부)


유엔과 미국의 고위 보건 관계자들은 전세계는 조류독감 바이러스가 수많은 사람을 감염시킬 수 있는 형태로 변형될 가능성에 대비해야 한다고 경고했습니다.

조류독감 바이러스로 피해를 입은 몇몇 동남아시아 국가들에 대한 방문을 시작한 이들은 첫 도착지인 태국에서 이같이 밝혔습니다.

이종욱 세계보건기구 (WHO) 사무총장은 아시아에서는 조류독감이 이미 풍토병으로 자리를 잡았다고 말했습니다.

이 총장은 가장 중요한 문제는 조류독감이 인간에게 전파되는 유행병이 될 것인지 여부라면서 자신은 세계보건기구를 대표해 그렇게 될 것이라고 말할 수 있다고 밝혔습니다.

보건 관계자들은 감염된 사람들의 절반을 사망하게 한 최근의 조류독감 바이러스가 사람들 사이에 전파될 수 있는 형태로 변형될 경우 전염병이 발생할 것을 우려하고 있습니다. 이 바이러스는 오염된 조류와 접촉한 사람들에게만 감염됐습니다.

H5N1 으로 불리는 조류독감 변종은 동남아시아 4개 국가에서 60명을 사망하게 하고, 1억4천만 마리의 가금류를 폐기처분하게 만들었습니다. 이 변종은 10개 아시아 국가에서 발견됐으며 철새들에 의해 최근에는 러시아와 루마니아, 터키에까지 전파됐습니다.

미국쪽 대표단장으로 동남아를 순방 중인 마이클 리빗 보건장관은 이 조류독감 변종이 1918년 발생해 2천만명 이상을 사망하게 했던 변종과 비슷하다고 말했습니다.

리빗 장관은 이 유행병 대처와 관련한 미국의 정책은 어느 한 곳에서라도 이 병이 발생할 경우 모든 곳이 위험하며 따라서 이에 대처하기 위해 협력할 수 있는 망을 짜야 한다는 것이라고 말했습니다.

미국과 태국 정부는 가금류들 사이에 조류독감의 발생을 차단하고 이 것이 전파되지 않게 감시하며, 또 사람들 사이에 발생하는 것을 막기 위한 백신과 의약품 등을 지역국가들이 비축하는 등의 방어책 마련에 국제사회가 함께 나설 것을 촉구했습니다.

태국 정부는 현재 70만 캡슐의 조류독감 백신이 있으며 이 가운데 5%를 아시아 지역국가들이 비치하도록 기부하겠다고 밝혔습니다.

하지만 보건 관계자들은 지금까지 알려진 유일한 조류독감 치료제인 오셀타미비르의 비축분과 생산능력은 전염병 발생시 필요한 양에 크게 못미친다고 말했습니다.

관계자들은 또 각국 정부는 만일 조류독감이 발생할 경우 이를 숨기지 말고 정보를 공유해 새로운 변종 바이러스가 규명되고 더 나은 차단 조처가 취해질 수 있도록 해야 한다고 강조했습니다.

미국 대표단은 태국에 이어 캄보디아, 라오스, 베트남, 그리고 인도네시아를 잇따라 방문할 예정입니다.

Senior health officials from the United Nations and the United States are warning that the world community must prepare for the possibility that a virulent strain of bird flu could mutate into a form that could infect large numbers of people. The officials issued the warning in Thailand, as they began a trip to several Southeast Asian nations hit by the virus. Correspondent Scott Bobb reports from Bangkok.

World Health Organization Director-General Jong Woo Lee says avian influenza, known as bird flu, is already endemic in Asia.

"The burning question is will there be a human influenza pandemic? I believe, on behalf of W.H.O., I can tell you there will be.”

Health officials fear that a pandemic will occur if a recent strain of the virus, which has killed one-half of the humans it has infected, mutates into a form that can be transmitted between people. The virus has only infected humans who came into contact with contaminated birds.

The strain (called H5N1) has killed 60 people in four Southeast Asian nations, and led to the culling of 140-million birds. The strain has been found in 10 Asian countries, and, carried by migrating wild birds, has recently spread to Russia, Romania, and Turkey.

The head of the delegation, U.S. Health Secretary Michael Leavitt, said this strain of flu is similar to the strain that killed more than 20-million people in 1918.

"The doctrine of the United States in dealing with pandemic flu is that, if it happens anywhere, there is risk everywhere, and that we must form a network of collaboration to deal with it."

The U.S. and Thai governments are calling for international participation in a partnership pursuing several lines of defense -- containment of outbreaks among poultry stocks, surveillance, so that they do not spread, and regional stockpiles of vaccines and anti-viral drugs to fight outbreaks among humans.

The Thai government announced that it has 700-thousand capsules of flu vaccine, and will contribute five-percent of these to a regional stockpile.

But the health officials noted that stocks and manufacturing capacity for the only known bird flu drug (Oseltamivir, known as Tamilflu) are well below those needed in a pandemic. They also say that governments must not hide outbreaks, but share information so that new strains of the virus can be identified, and better containment measures launched.

After Thailand, the delegation is to visit Cambodia, Laos, Vietnam and Indonesia.
