A World Bank report says India will face a severe crisis in 20 years if the government continues to be what it calls "complacent" about water management.

The report by the bank's expert, John Briscoe, says conflicts caused by severe water shortages could plague India in the coming decades as rivers dry up, groundwater is depleted and canals are polluted.

Mr. Briscoe told reporters in New Delhi that to head off the extremely grave situation, the Indian government needs to dramatically change the way it manages water, such as decentralizing management of water supplies and linking rivers.

He says demand for water is increasing rapidly because of India's growing population of one billion people, and its high economic growth. But the World Bank expert says increased demand has not been matched by efforts to conserve and better manage water supplies.
