결의안은 또 북한이 핵확산금지조약 규정을 위반한 데 대해 우려를 나타내면서 국제원자력기구 관계자들에게 협력할 것을 촉구했습니다.
이에 앞서 중국과 미국은 결의안의 내용에 대해 견해차를 보였습니다. 중국은 결의안에 북한에 경수로를 제공할 수 있다는 문구를 넣을 것을 주장한 반면 미국은 결의안이 베이징 합의와 일치해야 한다며 반대했습니다. 이에 따라 결국 경수로 문제는 결의안에 포함되지 않았습니다.

The International Atomic Energy Agency has unanimously passed a resolution welcoming North Korea's pledge to give up nuclear weapons.
Approved by consensus Friday, the symbolic resolution also voices concern about Pyongyang's violation of the nuclear non-proliferation treaty and urges it to cooperate with IAEA officials.
Chinese and American officials disagreed about the text's wording. China wanted the document to mention the possible delivery of safer light-water nuclear reactors to North Korea. But the United States opposed the request, insisting that the resolution be consistent with the agreement reached at six-party talks in Beijing.
The resolution passed in Vienna without mentioning the reactors and without Chinese and Russian co-sponsorship.
In other business, the IAEA endorsed a resolution calling for nuclear controls in the Middle East, but rejecting an Arab call to denounce Israel as a nuclear threat.
