중국 공산당 지도자들은 타이완에 대해 본토와의 교역확대및 보다 많은 대화채널을 요구하고 있습니다.
지난 3월 타이완 해협을 가로지르는 직항기들이 운항되고 지난 몇 달 동안 타이완 야당 지도자들의 일련의 본토 방문이 이뤄졌는가 하면 타이완산 상품의 본토 수입을 포함해 새로운 무역 협정이 체결되는등 중국과 타이완간에는 올해 전례 없이 활발한 교류가 이루어지고 있습니다.
양안간의 이같은 교류는 앞서 올해 중국 정부가 타이완이 만일 공식 독립을 향한 움직임을 취하면 무력 사용을 허용한다는 내용의 반 국가 분리법을 통과시키면서 양안간의 긴장이 최고조에 달한뒤를 이어 이루어 졌습니다.
중국 공산당 지도부는 타이완을 하나의 자치 도서인 중국 영토의 일부로 간주하면서 무력으로 무력사용을 위협하고 있습니다.
중국의 이같은 위협에 따라 타이완은 본토와의 무역 거래및 운항을 규제하고 있습니다. 중국 타이완 사무 판공실의 리 웨이 대변인은 27일, 이는 타이완 해협을 사이에 둔 양안 모든당사측에 유익하다면서 타이완 당국에 그같은 규제들을 완화하라고 촉구했습니다.
리 대변인은 중국은 타이완이 부정적이고 저항적인 자세를 바꾸고 보다 적극적으로 양안간의 교류를 개방하기 바란다고 말했습니다.
베이징의 이같은 올해 움직임에 대해 정치 분석가들은 타이완 독립을 지지한다는 정강을 발판으로 지난해 재선된 천수이벤 타이완 총통의 입지를 약화시키려는 중국 공산 지도부의 시도로 풀이하고 있습니다.
중국이 반 국가분리법안을 가결한 것은 부분적으로는 새 타이완 헌법을 추진하겠다는 천수이벤 총통의 다짐을 둘러싼 우려 때문이었습니다.
중국 공산당 지도부는 새 타이완 헌법 추진 움직임을 독립을 향한 움직임으로 해석하고 있습니다. 미국은 타이완이 본토로부터의 공격을 받을 경우 스스로 방어할 수 있도록 지원할 것이라고 밝히면서 양측 모두에 현 상황을 바뀌게 될 조치들을 취해서는 안된다고 강조하고 있습니다.
한편 타이완 관리들은 28일, 타이완 통제하의 두개 섬 주민들과 이섬들을 방문하는 본토 관광객들에게는 타이완 달러와 중국 위완화의 교환 거래가 허용될 것이라고 말했습니다.
킨멘과 마추섬은 중국 본토와 매우 가깝게 자리잡고 있지만, 1949년 중국에서 분리된 이래 타이완의 통치를 받고 있습니다. 그동안 타이완에서는 중국의 통화인 위안화와의 환전이 이루어지지 못했습니다.

China's communist leaders are calling on rival Taiwan to open more channels of communication and trade with the mainland. VOA's Luis Ramirez reports from Beijing.
It has been a year of unprecedented overtures between Beijing and Taiwan, with nonstop flights across the Taiwan Strait in March, a series of visits by Taiwanese opposition leaders to the mainland in the past few months, and new commercial agreements that include the mainland's importation of Taiwanese produce.
The overtures have come after tensions rose earlier in the year when China passed an anti-secession law authorizing military force against the island if it moves toward formal independence. The Communist Party leadership regards the self-ruled island as Chinese territory and has threatened to reclaim it by force.
In light of this threat, Taiwan restricts transportation and trade links with the mainland.
On Wednesday, Li Weiyi, a spokesman for Beijing's Taiwan Affairs Office, called on the island's leadership to ease those restrictions, claiming it is in the interests of people on both sides of the Taiwan Strait.
He says China hopes Taiwan will change what he calls its negative and resistant attitude toward more open communication across the Taiwan Strait.
Analysts have described Beijing's overtures this year as attempts by the communist leadership to undermine Taiwan President Chen Shui-bian, who was reelected last year on a pro-independence platform.
Beijing passed the anti-secession legislation in part because of concerns over Mr. Chen's pledge to push for a new Taiwanese constitution, which communist leaders interpreted as a move toward independence.
The United States, which has committed to help Taiwan defend itself against an attack by the mainland, has called on both sides to avoid taking steps that would change the status quo.
In a gesture of its own on Wednesday, Taiwan officials said residents and mainland visitors to two islands under Taipei's control will be able to exchange the Taiwan dollar for China's yuan. The islands, Kinmen
and Matsu lie very close to mainland China but have been governed by Taiwan since it split from Beijing's rule in 1949. Until now, the mainland's currency could not be converted in Taiwan.
