북한의 경수로 요구로 6자회담 여전히 교착 (영문기사 첨부)


북한이 원자로에 관한 주장을 굽히지 않음에 따라 베이징에서 열리고 있는 제 2단계 4차 북핵 6자 회담은 아무런 진전도 거두지 못한채 여전히 교착상태에 빠져 있습니다.

한편 콘돌리자 라이스 미 국무장관은 북핵 회담에 아무 진전이 없을 경우 미국은 북한의 해외 자산을 동결할 지도 모른다고 경고했습니다.

6자 북핵 회담 나흘째인 16일, 미국측 6자 회담 수석 대표인 크리스토퍼 힐 국무부 동아시아 태평양 담당 차관보는 북한으로 하여금 기본 원칙을 담은 공동 선언문 도출이라는 목표에 촛점을 맞추게 하려는 시도들이 실종되고 있다고 말했습니다.

힐 대표는, 최근 며칠간 북한은 사실상 완전히 새로운 구상, 즉 경수로를 보유하겠다는 요구를 들고 협상장으로 돌아옴으로써 매우 심각한 문제를 안겨주고 있다고 말했습니다.

2003년 이래 개최된 네차례의 회담이 아무런 성과없이 끝난후 북한은 이달 , 이번 회담의 교착 원인이 되고 있는 평화적 핵 이용권을 주장하기 시작했습니다.

각국의 인내심이 점점 사라지고 있는 조짐이 나타나고 있는 가운데 콘돌리자 라이스 미 국무장관은 뉴욕 포스트 신문과의 대담에서, 미국은 북한에 대한 해외 자산 동결이 포함될 수 있을 비핵확산 조치를 검토하고 있다고 말했습니다.

미국은 북한은 여전히 핵능력을 무기 개발에 이용할 수도 있을 것이라고 말하며 북한의 평화적 핵 이용 요구를 거부하고 있습니다.

미국 관리들은 북한은 핵확산 금지조약, NPT에서 탈퇴하고, 유엔 사찰요원들을 추방하는가 하면 핵무기 개발 계획을 재개하는등 1994년 미국과 체결한 제네바 기본 합의를 위반한 전력이 있다고 지적하고 있습니다.

힐 대표는 16일, 어떠한 나라도 북한에 핵물질을 제공할 법적 근거가 없다는 말로 미국의 입장을 보다 옹호했습니다.

힐 대표는 조선 인민 민주주의 공화국, 북한은 핵확산 금지조약에서 스스로 탈퇴한 최초의 나라라면서, 북한은 따라서 어떤 나라도 북한에 핵 원자로나 핵물질을 제공할 수 없도록 자초했다고 말했습니다.

경수로 문제를 둘러싸고 , 중국 러시아, 남한과 미국은 의견차를 보이고 있습니다.

중국과 러시아 남한은 최근, 특정 상황이 우선 충족되면 북한이 평화적 핵 능력을 보유할 수도 있다는데 동의했습니다.

힐 대표는 북한에 회담 주최국인 중국이 제안한, 기본 원칙을 담은 공동 선언문 초안을 받아들일 것을 거듭 촉구하고 있습니다.

공동 선언문 초안에는 남한의 전력 제공을 비롯해 경제적 지원과 체제 안전 보장등의 제안이 담겨 있습니다.

The North Korea nuclear disarmament talks remain at an impasse in Beijing as Pyongyang refuses to give up its demand for a nuclear energy reactor. Meanwhile, Secretary of State Condoleezza Rice is warning that Washington may freeze North Korea's assets if no progress is made. VOA Correspondent Luis Ramirez has been covering the talks in Beijing and brings us the latest.

TEXT: Speaking on day four of multi-nation talks, chief U.S. negotiator Christopher Hill said attempts to get North Korea to focus on the goal of signing a joint statement on disarmament principles has gone no where.

After four rounds of unsuccessful talks since 2003, North Korea this month began demanding the right to a peaceful nuclear program - causing the current impasse. In a sign that patience is growing thin, Secretary of State Condoleezza Rice told the New York Post newspaper the United States is considering nonproliferation measures that could include freezing North Korean assets.

Washington has rejected the peaceful nuclear demand, saying Pyongyang could still turn the capability into a weapons program. U.S. officials says North Korea has a record of cheating on past agreements, which include withdrawing from the Non Proliferation Treaty, expelling U. N. monitors, and restarting its nuclear programs in violation of an agreement it signed with Washington in 1994. Mr. Hill on Friday further defended the U.S. position, saying there exists no legal basis for any nation to provide North Korea, known also as the DPRK, with nuclear materials.

The issue has divided the United States from China, Russia, and South Korea - which have recently agreed that North Korea could have a peaceful nuclear capability if certain conditions are first met. Mr. Hill has repeatedly urged the North Koreans to accept a proposal drafted by host China for a statement of principles. The draft includes offers of non-nuclear energy from South Korea, as well as economic aid and security guarantees. (SIGNED)
