China's President Hu Jintao says China and Canada have agreed to form a strategic partnership in energy and trade, deepening their increasingly important economic relationship.

Mr. Hu, the first Chinese leader to visit Canada in eight years, is continuing his state visit to Canada today (Saturday) in Ottawa, meeting senior government and business leaders.

Mr. Hu and Canadian Prime Minister Paul Martin signed agreements Friday pledging cooperation in nuclear-energy research and development, tourism, environmental protection and trade.

The Chinese president told reporters in the Canadian capital it was a mutual decision to upgrade the two countries' relationship to one of "strategic partnership." Prime Minister Martin agreed, saying that relations between Canada and China have never been more important than they are now.

China is Canada's second largest trading partner, after the United States.

The Canadian prime minister says he pressed Mr. Hu on China's human-rights record, particularly on Tibet and the Falun Gong spiritual movement. Mr. Martin said he called on China to permit "greater freedom of expression, association, religion and faith."

Mr. Hu said the Chinese leadership feels civil rights for all is of great importance, but his top priority is the survival and development of his nation's 1.3 billion people.

President Hu (who arrived in Canada Thursday) is visiting Ottawa, Toronto and Niagara Falls. After traveling to Mexico and then to New York for the opening of the U.N. General Assembly next week, he is scheduled to stop in (the Pacific Coast city of) Vancouver.
