북한, 다음주 4차 6자회담 재개 제의 (영문기사 첨부)


선미라 청와대 해외언론비서관은 북한이 6자회담 재개의사를 회담 주최국인 중국을 통해 제안했다고 말했습니다.

한국의 연합통신은 북한이 회담재개 일자를 다음 주 화요일인 13일로 제안했다고 보도했습니다. 남한과 일본 그리고 중국 관계자들은 모두 회담이 다음 주내에 재개될 것으로 기대한다고 말했습니다.

중국, 남북한, 미국, 일본 그리고 러시아가 참가하고 있는 6자회담은 당초 3주 간의 휴회를 끝내고 8월말에 재개될 예정이었지만 북한이 연례 한미합동군사훈련에 항의하면서 회담 복귀를 뒤로 미뤘습니다.

4차 6자회담은 7월말 재개돼 13일 동안 진행됐으며 이것은 2003년 6자회담이 처음 열린 이래 가장 긴 것이었습니다. 그러나 회담은 북한이 평화적 핵에너지 이용권을 요구하면서 교착상태에 빠졌습니다.

평양당국은 핵무기를 개발하지 않겠다고 과거에 약속했음에도 불구하고 자신들이 이미 핵무기를 보유하고 있으며 이를 더 많이 생산할 것이라고 말했습니다. 북한이 평화적 핵에너지 계획을 가장해 핵무기를 추가 생산할 지 모른다고 우려하고 있는 미국은 현재 북한이 모든 핵계획을 포기할 것을 원하고 있습니다.

그러나 중국과 남한은 북한이 국제원자력기구 ( IAEA)의 규정을 따르고 감독을 받는다는 조건으로 북한의 핵에너지 이용권을 인정했습니다. 남한의 반기문 외교통상부 장관은 지난 주 논평에서 그점을 명확히 했습니다.

반기문 장관은 북한이 ‘모든 핵무기와 개발계획을 포기하고 핵무기비확산조약 NPT 복귀하며 국제원자력기구 IAEA의 모든 안전조치 의무규정을 준수할 경우 투명성과 신뢰가 회복될 것이라고 강조했습니다.

북한은 미국이 2002년 평양당국의 비밀 우라늄 핵무기계획에 관한 증거를 들이대자 북한에 있던 IAEA 사찰단을 추방했습니다. 이어 북한은 핵무기비확산조약 NPT에서 퇄퇴하는 첫 조인국이 됐습니다.

워싱턴 당국은 미국이 북한의 핵 포기를 전제로 협상장에 제시한 제안에는 매우 광범위한 에너지 및 경제원조, 외부세계와의 보다 넓은 수교를 위한 조치들이 포함돼 있다고 말합니다.

그러나 지난 주 미국을 방문해 콘돌리사 라이스 국무장관과 협의가진 남한의 반기문 외교통상부 장관은 양국은 북한의 민간핵계획 요구가 6자회담의 진행을 막게 해서는 안된다는 데 의견을 같이 했다고 말했습니다.

INTRO: North Korea says it is ready to resume the fourth round of multinational talks aimed at ending its nuclear weapons programs. As VOA's Kurt Achin reports from Seoul, the six parties to the negotiations may be back at the table as soon as next week.

TEXT: South Korean Presidential Spokeswoman Sun Mira says North Korea made its proposal to resume nuclear talks via the Chinese, who are hosting the nuclear disarmament talks.

Ms. Sun says Pyongyang proposed resuming nuclear talks next week. She says no specific date will be fixed until all six parties to the talks have been consulted. The South Korean news agency Yonhap said Pyongyang had proposed a starting date of Tuesday, September 13th. South Korean, Japanese and Chinese officials have all said they expect the talks to resume some time next week.

The talks among China, North and South Korea, the United States, Japan and Russia were originally due to start again in late August after a three-week recess, but Pyongyang delayed its return in protest over the annual joint U.S.-South Korean military exercises. The fourth round began in late July, and lasted 13 days, the longest period since the talks started in 2003. The discussions reached an impasse, however, when North Korea demanded the right to a peaceful nuclear energy program.

Pyongyang says it already has nuclear weapons and is producing more, despite previous agreements not to do so. Washington now wants the North to abandon all nuclear programs, fearing Pyongyang might use a peaceful program as a guise to make additional nuclear weapons. However, China and South Korea have endorsed the North's right to a peaceful program, provided it is carried out under the guidelines and supervision of the International Atomic Energy Agency, or IAEA. South Korean Foreign Minister Ban Ki-Moon spelled this out in comments made last week.

Soon after the United States confronted Pyongyang in 2002 with evidence of a secret North Korean uranium-based weapons program, the North expelled the IAEA inspectors in the country. It then became the first signer of the nuclear Nonproliferation Treaty, or NPT, to withdraw from the agreement.

The United States says the offer currently on the table for North Korea includes "very generous" energy and economic aid, and steps towards expanded diplomatic relations with the outside world - if it gives up its nuclear ambitions.

However, after returning last week from consultations in the United States with Secretary of State Condoleezza Rice, South Korea's Mr. Ban said the two agreed not to let North Korea's demand for civilian nuclear programs "overshadow" the six-party process. (Signed)
