National Guard convoys have arrived in New Orleans with food, water and medicine for many thousands of hurricane and flood victims who are still stranded and homeless in the famous southern Louisiana city.

Many of those affected by this week's disastrous storm have criticized Washington's response to the crisis, but rescue and relief efforts have noticeably intensified throughout the devastated coastal region bordering the Gulf of Mexico.

Military trucks pushed through deep water in New Orleans Friday to deliver supplies to hungry and homeless flood victims sheltering at the low-lying city's large convention center. Thirty thousand American troops are now delivering supplies and keeping order in the disaster zone (in Louisiana and parts of Mississippi, Alabama and Florida).

Setting out to tour the Gulf coast Friday, President Bush acknowledged that relief efforts so far had been unsatisfactory. He saw fires burning out of control in New Orleans, where many supermarkets, flooded hotels and other businesses have been looted by desperate flood refugees.

The president met with the mayor of New Orleans (Ray Nagin), whose angry complaints about slow federal relief efforts have made national headlines. (Mayor Nagin said afterwards he was relieved that the president's visit had focused attention of the city's problems.)

Congress has approved and Mr. Bush has signed a 10.5-billion-dollar emergency spending bill, but the president says that is only part of what will be needed. The VOA correspondent traveling with Mr. Bush says the president pledged that where things are not going right in New Orleans, he will make them right.
